
Proposal
The City of St. Catharines is proposing updates to the current Community Improvement Plan (“the Plan”). The theme of this update is to encourage sustainability, affordable housing, and renewal through brownfield remediation. The amendment applies to the established Urban Area Community Improvement Project Area.
The key elements of the update include:
The updated programs and policies are expected to be in place for the next 5 years.
Proposed amendment materials are available for review and comment online at EngageSTC.ca/CIP.
All information currently available is subject to Council Approval. Additional revised information will be posted to the project page as it becomes available.
Legislated Public Meeting
City Council is hosting a Legislated Public Meeting on June 8, 2026, to receive input and comment on the updated plan, after which Council will consider approval of the Plan amendments.
Date: Monday, June 8, 2026
Time: 6:00 PM
Location: The public meeting will be held at Council Chambers, 3rd Floor City Hall, 50 Church St., St. Catharines. You can also participate electronically.

Written submissions must be received by noon the Thursday before the public meeting by mailing or delivering them to:

Email submissions may also be made by noon on the day of the public meeting and directed to clerks@stcatharines.ca. Oral and written comments and recommendations received will be considered by City Council when making a decision on the subject matter.
Public Meeting Information
i. If a person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of St. Catharines before the by-law is passed, the person or public body is not entitled to appeal the decision.
ii. If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-laws are passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
