The Development Studies Task Force for the City of St. Catharines provides input to consultants and staff about the following studies:
The Task Force can also provide recommendations to Council related to the adoption and implementation of these studies and any related by-laws.
Meetings
The Task Force will meet as required, at the discretion of the Chair. View our meeting calendar and read the Task Force agendas and minutes to stay informed.
The Task Force will conduct meetings according to the Simplified Meeting Procedure.
Members
The Task Force consists of up to 13 members:
- One representative from the Niagara Industrial Association
- One representative from the Niagara Home Builders Association
- One representative from the Greater Niagara Chamber of Commerce
- One representative from the Niagara Construction Association
- One representative from Niagara Regional Housing
- One representative from a non-profit or charitable housing agency
- One resident taxpayer living in St. Catharines
- One non-residential taxpayer in St. Catharines
- Chair and Vice Chair of the Budget Standing Committee
- Up to three members of council

- Cameron Banach, representative from Niagara Regional Housing
- Hugo Chesshire, representative from Greater Niagara Chamber of Commerce
- Kevin Jacobi, representative from the Niagara Industrial Association
- Check McShane, representative from the Niagara Home Builders Association
- Councillor Lori Littleton, Chair of the Budget Standing Committee
- Councillor Bill Phillips, Vice Chair of the Budget Standing Committee
- Councillor Dawn Dodge
- Councillor Carlos Garcia
- Councillor Karrie Porter
- Adam Smith, Manager of Accounting and Payroll (staff liaison)
Terms of appointment
The Task Force will disband once Council has received each of the studies.
Reporting structure
The Task Force will report to City Council through the Financial Management Services department. Administrative support, including the appointment of a secretary to the Task Force, will come from Financial Management Services.
All departments at the City of St. Catharines will provide additional staff resources as needed. External experts, academics and research resources may also be consulted for input as required.
