
P22-063 Parnell Road Reconstruction (Vine Street to Niagara Street).
The City of St. Catharines has completed the design phase of the Parnell Road reconstruction project between Vine Street and Niagara Street to address infrastructure deficiencies and implement the preferred road cross-section as determined in 2024 through public engagement.
The City will be tendering the project in early 2026, with construction commencing in Spring 2026, contingent on a successful bid and budget approvals. It is estimated the project will be completed over 6 to 8 months. Generally, construction includes:
Improvements to the Walker’s Creek trail crossing will be completed, as well as implementation of a new all-way stop intersection at Parnell Road and Richelieu Drive. A raised intersection will be applied at Vine Street and Parnell Road to improve pedestrian safety. Narrower traffic lanes, strategically placed on-street parking, and curb bump-outs will help provide traffic calming along the road corridor. The limits of the project area are shown below.

The final design reflects the preferred design option Reconstruct Similar to Existing Conditions, which was chosen based on community feedback in Spring 2024. This design option manages various issues identified by the public (traffic speed and volume, pedestrian safety, maintaining mature trees, and preserving on-street parking where possible) while providing the City the opportunity to address the majority of its key considerations for reconstruction.
The City is hosting a Public Information Centre (PIC) ahead of construction. The purpose of the PIC is to present the final design and allow residents the opportunity to review the proposed works to be implemented. Team members will be in attendance to answer any questions or concerns regarding construction access, driveway access, grading issues, street lighting, accessibility needs, City trees or transportation issues.

The PIC will be conducted in an open house format, with residents welcome to drop in anytime during the two-hour event. There will be no formal presentation made.
Below are the two road cross-sections that reflect the proposed design. Where feasible, Cross-Section No. 1 is implemented providing on-street parking on one side of the street. However, where on-street parking was not viable due to the location of existing and proposed utilities and mature street trees, Cross-Section No. 2 is implemented with a narrow lane width to provide traffic calming measures along the corridor. This cross section is mainly implemented east of Cartier Drive due to existing utility poles on the north and large mature trees on the south.
