The City of St. Catharines has completed the design phase of the Parnell Road reconstruction project between Vine Street and Niagara Street to address infrastructure deficiencies and implement the preferred road cross-section as determined in 2024 through public engagement. The City has successfully tendered the project, and Rankin Construction Inc. has been awarded the contract. Construction is expected to commence in Spring 2026. It is estimated the project will be completed over 6 to 8 months. Generally, the construction works will include full road reconstruction, including new sidewalks; curb and gutters; asphalt surface; drainage and grading improvements; landscaping; watermain replacement between Cartier Drive and Niagara Street; and culvert lining works. Improvements to the Walker’s Creek trail crossing will be completed, as well as implementation of a new all-way stop intersection at Parnell Road and Richelieu Drive. A raised intersection will be applied at Vine Street and Parnell Road to improve pedestrian safety. Narrower traffic lanes, strategically placed on-street parking, and curb bump-outs will help provide traffic calming along the road corridor. The limits of the project area are shown below.
The final design reflects the preferred design option Reconstruct Similar to Existing Conditions, which was chosen based on community feedback in Spring 2024. This design option manages various issues identified by the public (traffic speed and volume, pedestrian safety, maintaining mature trees, and preserving on-street parking where possible) while providing the City the opportunity to address the majority of its key considerations for reconstruction.
