Back to SearchThe purpose of By-law 2026-056 is to amend Zoning By-law 2013-283 to facilitate the replacement of the fire station.
The effect of By-law 2026-056 is rezoning a portion of 285A Pelham Road from Minor Green Space (G2) and 285 Pelham Road from Local Neighbourhood Institutional (I1) to Local Neighbourhood Institutional (I1) with a Special Provision 191 to permit a reduced yard abutting a non-residential zone and a reduced landscape buffer.
By-law No. 2026-056 conforms to the intent and purpose of the Garden City Plan and the Niagara Official Plan.
All written and oral submissions related to the application that were made to the Council before its decision have been taken into consideration by Council as part of its deliberation and final decision.
Legal Notice
The last day for filing a notice of appeal is May 28th, 2026, at 4:30pm. The notice of appeal must be filed with the Clerk of the City of St Catharines. It must set out the reasons for the appeal and must be accompanied by the fee required by the Ontario Land Tribunal. The decision of council is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
