
Proposal
The Planning and Building Services Department received applications for a Zoning By-law Amendment and Official Plan Amendment for lands located at 2360 First Street Louth. The Applications were declared complete as of March 27, 2026, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
The Applicant is seeking permission for the site to be serviced by a private waterline connection from the property to the municipal watermain for fire suppression purposes. A copy of the general servicing plan is attached.
The property is located outside the City of St. Catharines urban area, as delineated in the Garden City Plan and Niagara Official Plan.
The Garden City Plan (GCP), designates portions of the property as Agriculture and Natural Area. Special policy 15.7.1 a) and c) of the GCP permits the existing Place of Worship serviced by private water and sanitary facilities at 2360 First Street Louth. The City’s Zoning By-law currently zones portions of the property as Agriculture with Special Provision 85 (A1-85) and Conservation/Natural Area (G1). Special Provision 85 permits a place of worship serviced by private servicing systems (private well/cistern and private septic system) on the property, subject to site-specific performance standards.
The Applicant is requesting amendments to the site-specific land use permissions in the Official Plan and Zoning By-law to permit a Place of Worship to be serviced by a private waterline connection to the municipal watermain, for fire suppression purposes. The Applicant also requests to amend the Niagara Official Plan to allow the development to be serviced, in part, by a private waterline and not exclusively by individual on-site water and individual on-site sewage services.

City Council is hosting a Legislated Public Meeting on June 22, 2026, to receive input and comment on the proposed Official Plan Amendments and Zoning By-law Amendment, after which Council will consider staff’s recommendation on the amendments.
