
Proposal
The Planning and Building Services Department have received concurrent applications for Official Plan and Zoning By-law Amendment and Site Plan Approval for lands located at 130 Glenridge St. The applications were deemed complete on April 28, 2026, pursuant to Sections 22 (6.1), 34 (10.4) and 41 (3.6) of the Planning Act.
The Applicant is seeking approvals for the proposed construction of a 3.5-storey apartment building, with a total of 22 units, and 28 surface parking spaces. The Lands are currently vacant and were formerly owned by CN Rail.
The City’s Official Plan designates the subject lands Parkland and Open Space. The Applicant has requested to redesignate the subject lands to Medium Density Residential. The Medium Density Residential designation would permit the proposed apartment building use.
The City’s Zoning By-law No. 2013-283, as amended, zones the subject lands Minor Green Space (G2). The Applicant has requested to rezone the subject lands to Medium Density Residential (R3-XX) with a Special Provision. The R3 zoning would permit the proposed apartment building use, while the new Special Provision would allow for a reduced minimum lot frontage, reduced minimum building setbacks, and a reduced minimum landscaped buffer width for the parking area.
City staff are reviewing the submitted applications and will be preparing a recommendation for consideration by City Council. The City is seeking your comments on these applications before a staff recommendation is finalized and a decision is made by Council at a later date.

Please note the information submitted with these Applications is preliminary. Additional, revised, or further refined information will be uploaded to the City’s website via the link above as it becomes available. Please check the website for updates.
The Open House is an initial opportunity for public input prior to a Legislative Public Meeting on the matter at which time City Council will consider a staff report, recommendation, and make a decision on the applications. The Legislative Public Meeting will be held at a later date, with notice of that meeting provided prior to the meeting.
