Minor Variance Application
Application A-63/25 seeks relief from the City of St. Catharines Zoning By-law 2013-283, as amended, for the proposed 10-storey long-term care home to permit:
- A reduction to the minimum side yard setback for a parking structure from 15 metres to 4.5 metres.
- A reduction to the rear side yard setback for a parking structure from 30 metres to 10 metres.
- A reduction to the setback from the Fourth Avenue lot line to a parking structure from 28 metres to 10 metres.
- A reduction of the minimum landscape buffer along Fourth Avenue from 10 metres to 0 metres for a ground-level patio.
- A reduction to the minimum 1.5 metre bump-out at a drive aisle terminus for the indoor parking areas to 0.3 metres.
- An increase in the maximum total lot coverage from 44% of the lot area to 48%.
- That a maximum building height of 36 metres be permitted in accordance with the attached Schedule A.

- All hearings will be live-streamed and can be viewed online on the City of St. Catharines Official YouTube Channel.
- An appeal to the Ontario Land Tribunal (OLT) may be dismissed if no written or verbal submissions were made at the hearing before the Committee gives or refuses to give approval of an application. Pursuant to the More Homes Built Faster Act, Appeals may be submitted by the Applicant, the Minister or a specified person or public body that has an interest in the matter.
