Glen Morris Drive between Village Road and Jacobson Avenue
The City of St. Catharines reminds residents that moving or tampering with road closed signs for an approved construction project, including placing signs on adjacent streets, is strictly prohibited under City by-laws and the Ontario Highway Traffic Act.
On Monday, July 14, 2025, it was noted that signs and barrels belonging to Rankin Construction Inc. were removed from the site, which altered the contractor’s construction work zone, and relocated to Oakmount Drive, which unlawfully closed the road.
Such actions compromise public safety, confuses drivers, disrupts access for emergency vehicles, and interferes with authorized construction activities. Offenders could face consequences of fines and in severe cases, charges for mischief.

Glen Morris Drive between Village Road and Jacobson Avenue
Please be advised that the City of St. Catharines has retained Rankin Construction to complete the installation of a retaining wall along the south side of Glen Morris Drive, approximately 85 metres east of Village Road. The work is tentatively scheduled to start July 2, 2025 and is expected to take approximately 10 weeks to complete with final restoration, weather permitting.
The proposed construction project includes: replacement of storm sewer, installation of a sheet pile retaining wall and restoration of the roadway and sidewalk.
In order to complete the installation of the retaining wall in a safe and timely manner, a closure of Glen Morris Drive (no vehicular traffic) is required between Village Road and Jacobson Avenue. The sidewalk on the south side of Glen Morris Drive will also be closed within these limits. The contractor will co-ordinate to ensure Emergency Services has access to properties throughout construction.
Vehicular traffic, including Niagara Regional Transit, will be detoured to Village Road and Oakmount Drive. Due to the expected increase of traffic on these streets, the following temporary parking prohibitions will be implemented:
Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians.
Although the contractor is required to provide safe pedestrian access, care should be exercised when walking near the construction zone and through the detour area.
