Minor Variance Application details (A-10/26)
Application A-10/26 seeks relief from the City of St Catharines Zoning By-law 2013-283, as amended, for the following variances to facilitate a proposed 38-unit apartment building:
- A reduction in the minimum landscape buffer for a parking area with 20 to 100 parking spaces along a lot line abutting a Residential or Institutional Zone from 2.1 metres to 1.7 metres (west lot line at Admiral Road).
- A reduction in the minimum landscape buffer for a parking area with 20 to 100 parking spaces along a lot line abutting a Residential or Institutional Zone from 3 metres to 2.6 metres (north lot line).
- A reduction in the minimum landscape buffer for a parking area with 20 to 100 parking spaces along a lot line abutting a Residential or Institutional Zone from 3 metres to 2.9 metres (west lot line).
- A reduction in the minimum required parking spaces per dwelling unit from 1.25 parking spaces per dwelling unit to 1.1 parking spaces per dwelling unit.
Hearing Participation
- Please submit any comments in writing to the Secretary-Treasurer by 4 p.m. on Feb. 11, 2026, or you can appear in person and make a verbal presentation to the Committee. Please note that all Committee of Adjustment Hearings will be held in-person at City Hall on the 3rd floor in Council Chambers. City Hall is located at 50 Church St., St. Catharines, Ont. (Please use the James Street entrance).

- An appeal to the Ontario Land Tribunal (OLT) may be dismissed if no written or verbal submissions were made at the hearing before the Committee gives or refuses to give approval to an application. Pursuant to the More Homes Built Faster Act, Appeals may be submitted by the Applicant, the Minister or a specified person or public body that has an interest in the matter.
