
Proposal
The Planning and Building Services Department received applications for Official Plan and Zoning By-law Amendments for 40A Ellis Avenue and adjacent lands (former railway and City-owned lands). The Applications were declared complete as of November 6, 2025, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
The applicant is seeking to amend the City’s Official Plan and Zoning By-law to facilitate the development of three residential apartment buildings containing a combined total of 506 residential units. The proposal includes two 13-storey, 150-unit buildings, and one 18-storey, 206-unit building.
The City’s Official Plan designates the subject land Natural Areas, Parkland & Open Space, and Medium Density Residential. The Applicant has requested an Official Plan Amendment to redesignate the entirety of the subject lands to High Density Residential.
The Zoning By-law zones the subject land Medium Density Residential (R3), Conservation / Natural Heritage (G1) and Minor Green Space (G2). There is a Holding Provision (H1) over a portion of the lands. The Applicant has requested to rezone the entirety of the subject lands to High Density Residential (R4) with a Special Provision to reduce the minimum parking ratio from 1.25 spaces per unit to 1.2 spaces per unit. The H1 holding provision is proposed to remain on the lands.

The Open House is an opportunity for public input. No decision will be made at this meeting. A Public Meeting will be held at a later date, for which notice will be provided to the public.
