
The City of St. Catharines has initiated a Zoning By-law Amendment. The Application was declared complete as of December 19, 2025, pursuant to S.34 (10.4) of the Planning Act.
The proposed zoning by-law amendment would add a special provision to Section 13 of Zoning Bylaw 2013-283 to permit a stand-alone parking lot with 13 parking spaces, inclusive of one accessible space.
The special provision is proposed to also apply to an unopen portion of the Wedsworth Street Road allowance, which is planned to be closed, and to merge with the abutting property, 355 Merrit Street. A conceptual site layout of the proposal is enclosed.
The City’s Official Plan designates the subject lands as Mixed Use on Schedule D1 (General Land Use Plan) and as Mixed Use on Schedule E9 (East Planning District). The City’s Zoning By-law 2013-283 currently zones these lands Medium Density Mixed Use with Special Provision 66 and Special Provision 84 (M1- 66 - 84). Special Provisions 66 and 84 apply to various properties in the Merritton Neighborhood and establish specific land use permissions and standards. The portion of the Wedsworth Street Road allowance forming part of the subject lands is designated highway. A standalone parking lot is not currently permitted on the subject lands.

City Council is hosting a Legislated Public Meeting on January 26, 2026 to receive input and comment on the proposed Zoning By-law Amendment, after which Council will consider staffs recommendation on the amendment.

Email submissions may also be made by noon the day of the public meeting and directed to clerks@stcatharines.ca. Both oral and written comments will be taken into account by City Council in making a decision on the subject matter.
With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the City of St. Catharines before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Council of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
