
Proposal
The City is considering changes to its Official Plan and Zoning By-law at 18 Phelps Street and a portion of Clifford’s Creek Park. The Applications were received on December 9, 2025, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
City staff are seeking to facilitate a land exchange between the City and the owner of 18 Phelps Street to allow for an enlargement of Clifford’s Creek Park to better accommodate future parks facilities. The rear half of 18 Phelps Street will become part of the City park, and a portion of City lands immediately east of 18 Phelps will become part of that property in exchange. No development is proposed at 18 Phelps Street. The existing residential land use permissions will remain, with the zoning boundary adjusted to reflect the land exchange.
The City’s Official Plan designates 18 Phelps Street as Low Density Residential and Clifford’s Creek Park as Parkland and Open Space. Similarly, 18 Phelps Street is zoned Low Density Residential – Traditional Neighbourhood (R2) and Cliffords Creek Park is zoned Minor Green Space (G2). The application proposes to realign the boundary between these uses to reflect the land exchange.

Legal Notice
Only the registered owner of the land to which the by-law would apply, the applicant, the Minister, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the City of St Catharines before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
