The Planning and Building Services Department received applications for a Zoning By-law Amendment and Official Plan Amendment for lands located at 18 Phelps Street. The Applications were declared complete on December 9, 2025, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
The Applicant is seeking to facilitate a land exchange between 18 Phelps (Part 3) and adjacent portion of Clifford’s Creek Park (Part 5). The City will receive Part 3 for parks purposes and Parts 1, 4 and 6 for a road widening. Parts 2 and 5 are for the future for residential development at 18 Phelps Street.
The City’s Official Plan designates Parts 1, 2 and 3 as Low Density Residential and Parts 4, 5 and 6 as Parkland and Open Space. The Applicant has requested an Official Plan Amendment to redesignate Part 3 to Parkland and Open Space and Parts 4,5 and 6 to Low Density Residential.
The Zoning By-law zones Parts 1, 2 and 3 as Low Density Residential – Traditional Neighbourhood (R2) and Parts 4, 5, and 6 as Minor Green Space (G2). The Applicant has requested to rezone Part 3 of the subject lands to Minor Green Space (G2) and Parts 4, 5, and 6 to Low Density Residential – Traditional Neighbourhood (R2).

The Open House is an opportunity for public input. No decision will be made at this meeting. A Public Meeting will be held at a later date, for which notice will be provided to the public.
