
Proposal
The Planning and Building Services Department received applications for Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision for lands located at 1262 and 1290 Fourth Ave. The Applications were declared complete as of March 2, 2026, pursuant to sections 22 (6.1), 34 (10.4), and 51 (19.1) of the Planning Act.
The Applicant is seeking approval for a Draft Plan of Subdivision which includes the creation of a new public road (an extension of Pathstone Way through the site), a new public park, and several blocks delineated for future development.
The concept plan includes one 8-storey residential apartment building, two, eight-storey mixed-use buildings, four blocks of street townhouses, and a condominium development of townhouses.
The City’s Official Plan designates the subject land Mixed Use, with a special policy prohibiting residential uses on the ground-level and standalone residential uses. The Applicant has requested an Official Plan Amendment to permit the development of residential units on ground floors and as standalone residential buildings.
The Zoning By-law zones the subject land Business Commercial Employment with Special Provision 5 and Holding Provision 3 (E1-5-H3). The applicant has requested to rezone the subject lands to High Density Mixed Use (M3), High Density Residential (R4) and Minor Green Space (G2) with a modified version of Special Provision 5 to permit the proposed development. Holding Provision 3 is to remain on the lands, and the proposed application does not seek amendments to Holding Provision 3.

The Open House is an opportunity for public input. No decision will be made at this meeting. A Public Meeting in front of City Council will be held at a later date with 20 days' notice.
