The Planning and Building Services Department have received an application for Official Plan and Zoning By-law Amendment for lands located at 10 Phelps St. The application was deemed complete on Sept. 24, pursuant to Sections 22 (6.1) and 34 (10.4) of the Planning Act.
The Applicant is seeking approvals for the proposed construction of a private road development consisting of three blocks of stacked townhouses (apartment buildings) with a total of twenty-seven (27) units. The development is proposed to be serviced by thirty (30) vehicle parking spaces.
The City’s Official Plan designates the subject lands Low Density Residential. The Applicant has requested to redesignate the subject lands to Medium Density Residential. The Medium Density Residential designation will permit the proposed stacked townhouse use and an increase in density.
The City’s Zoning By-law No. 2013-283 currently zones the subject lands Low Density Residential – Traditional Neighbourhood (R2). The Applicant has requested to rezone the subject lands to Medium Density Residential with a Special Provision (R3-XX). The R3 zoning will permit additional uses and density, while the new Special Provision requests to reduce the minimum lot frontage, minimum front yard setback, minimum rear yard setback, minimum vehicle parking spaces and a minimum landscape buffer.
