Proposal
The Planning and Building Services Department received applications for an Official Plan Amendment and Zoning By-law Amendment for lands located at 195 Vine St. The Applications were declared complete on Feb. 13, 2025, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
The Applicant is seeking approvals for two 12-unit apartment buildings. Each block is two storeys with a height of 9.06 metres. The development will be accessed by a six-metre-wide, two-way driveway from Vine Street. A total of 27 parking spaces are accommodated at the rear of the property.
The City’s Official Plan currently designates the subject lands Low Density Residential which permits a density range generally between 20 and 32 units per hectare. The Applicant has requested an Official Plan Amendment to redesignate the lands Medium Density Residential, permitting a density range generally between 25 and 99 units per hectare. The density of the proposed development is 96 units per hectare.
The Zoning By-law currently zones the subject lands Low Density Residential – Suburban Neighbourhood (R1). The Applicant has requested to zone the subject lands Medium Density Residential(R3) with a site-specific special provision. The R3 zoning will permit the proposed use (apartment building) and density (96 units per hectare). The Special Provision requests to reduce the minimum lot frontage, minimum interior side yard setback, landscape buffer widths, and number of required parking spaces.

Legal Notice
With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a specified person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the City of St Catharines before the by-law is passed, the specified person or public body is not entitled to appeal the decision.
If a specified person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
