The Official Plan and Zoning By-law Amendments facilitate the development of two (2), two-storey apartment buildings with a total of twenty-four (24) apartment dwelling units. A total of twenty-seven (27) vehicle parking spaces, including one (1) accessible parking space, will be provided to service the development. Six (6) long-term and six (6) short-term bicycle parking spaces will also be provided.

The purpose of By-law 2025-059 is to rezone the subject lands from Low Density Residential (R1) to Medium Density Residential with Special Provision 184 and Holding Provision 29 (R3-184-H29) to facilitate the development.
Special Provision No. 184:
Holding Provision No. 29 places a hold on the subject lands until all conditions of approved consent application B-16.23SC have been cleared.
Community input has been received, considered, and has informed the decision of Council.
Complete copies of Official Plan Amendment No. 45 and By-law No. 2025-059 are available for inspection in the office of the City Clerk, City Hall, during regular office hours.
The proposed Official Plan Amendment is exempt from approval by the Niagara Region. The decision of council is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
The last day for filing a notice of appeal is July 2nd, 2025, at 4:30 pm. The notice of appeal must be filed with the Clerk or submitted through the Ontario Land Tribunal’s (OLT) e-file portal. It must set out the specific objection to the by-laws and the reasons in support of the objection and be accompanied by the fee required by the OLT.
