The Planning and Building Services Department has received an application for Modification to an approved Draft Plan of Subdivision for lands located at 3 Abbot Street and 40A Ellis Avenue, as shown on the location map below. The currently approved draft plan includes the creation of a new public road to be dedicated to the City, two development blocks, and a land swap between the City and applicant to realign the westerly lot line along Clifford’s Creek Park.
As part of the modification, the applicant proposes to remove a section of the large development block to be merged with the adjacent lot, 40A Ellis Avenue, which is also owned by the applicant. As a result, a formerly proposed stacked townhouse building has been removed from the conceptual development. The applicant also proposes to simplify the subdivision plan by reducing the number of Parts on the Draft Plan of Subdivision. The modifications to the Parts are technical in nature, no boundary changes to the public road or smaller development parcel are proposed. A number of conditions have been requested to be altered, added or removed, relating to environmental remediation and to tree protection. Based on the information submitted with the application and a preliminary review by staff, the applicant has been advised that the applications were considered complete pursuant to the Planning Act, as of March 14, 2024.
