The Planning and Building Services Department has received applications for Zoning By- law Amendment and Official Plan Amendment for lands located at 240 Scott Street, 387 and 389 Geneva Street. The application was declared complete as of November 22, 2021, in accordance with the Planning Act, based on the information submitted with the Application and a preliminary review by staff.
The applications propose a redevelopment of the site that includes two apartment buildings containing a total of 521 apartment units in three towers (7-storeys, 13-storeys and 15-storeys), and two townhouse blocks containing a combined total of 11 units. The enclosed site plan illustrates the conceptual layout of the proposed development.
The City’s Official Plan currently designates the land Low Density Residential which permits a range of residential dwelling types at a density of 20-32 units per hectare. The proposed development has a density of 327 units per hectare. Therefore, to facilitate the proposed expansion, the applicant has requested to amend the designation of the land from Low Density Residential to High Density Residential.
The City’s Zoning By-law currently zones the land Local Neighbourhood Institutional (I1) which permits a range of institutional uses, as well all uses permitted in the Low Density Residential (R1) zone which include detached, semi-detached, townhouse and quadruplex dwellings at a density of 20-32 units per hectare.
The applicant has requested an amendment the Zoning By-law to re-zone the lands from Local Neighbourhood Institutional (I1) to High Density Residential (R4) to permit the proposed apartment dwelling type and the proposed density. A Special Provision is requested to alter some of the provisions of the R4 zone to permit a reduction in the required minimum parking ratio, and reductions to building setbacks for the proposed townhouse dwellings from the proposed private roads.

City Council is hosting a Legislated Public Meeting on April 29, 2024 to receive input and comment on the proposed Official Plan and Zoning By-law Amendments, after which Council will consider staff’s recommendation on the amendments.
