On, April 8, 2024, City Council passed Zoning By-law 2024-032, a housekeeping amendment for the City’s Zoning By-law. The purpose of this by-law is to address changes made to the Planning Act and City’s Official Plan, Council directives, and make improvements identified through staff’s on-going monitoring of the Zoning By-law. The by-law has the following effect:

Public input has been received, considered and has informed the decision of Council.

Any person or agency may appeal the by-law to the Ontario Land Tribunal by filing a notice of appeal with the City Clerk of the Corporation of the City of St. Catharines. The notice of appeal must set out the reasons for the appeal, and the specific part(s) of the Zoning By-law being appealed. A notice of appeal must be accompanied by the Ontario Land Tribunal fee of $1,100, by certified cheque or money order payable to the Minister of Finance, and a completed copy of the appeal form. A copy of the appeal form is available from Ontario Land Tribunal website at https://olt.gov.on.ca/appeals-process/.
Notice of appeal must be received by the City Clerk no later than May 2, 2024.
Only individuals, corporations and public bodies may appeal a by-law to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
