The City of St. Catharines is providing residents the option to access their water and tax bill information anytime, anywhere, with just a few clicks.

Paperless e-bill information

The City of St. Catharines e-billing service helps residents keep information about their tax and water accounts, and bills, organized in one convenient location. Customers can access the self-service portal anywhere, anytime from a desktop or tablet device.

Sending e-bills saves time, money and benefits the environment. It is a fast and convenient way to send bills. There are also several other benefits: 

Security: electronic files are stored safely behind password-protected accounts and are never lost in the mail.

Environmentally friendly: by eliminating paper mail, you decrease your carbon footprint with lowering the number of trees being cut down and energy spent creating paper. 

Convenience: customers receive an email notification when their bill can be viewed.

Register for e-billing

How do you start receiving e-bills? Simply create a profile to view your water and property tax information by following these steps:

  • Visit
  • Click “Register as a new User”. To register you will need your 2020 final tax bill or last regular water bill
  • Enter your full name exactly as it appears on your last bill (Owner 1 or 2) - last name first, followed by first name
  • Enter your account number (5 Digit water account number, or the first 15 digits of your tax roll number)
  • Enter your Access Code (located above the “Notes” box on the Water Bill and above the “Legal Description” on the Tax Bill). Don't have an access code? See instructions below.
  • Enter your email address (required)
  • Enter your password (required). Please note, your password must have a minimum of six (6) characters, at least one (1) upper case-letter and one (1) number
  • Confirm your password
  • Once your account is activated, you may login using the credentials used to create your account

 How do I obtain my Access Code if I haven’t received a water or tax bill?

You will need an access code to register your account. Your access code is your key to accessing your secure online services.

To obtain an access code you must:

  • Click “grab your access code” at the top of the registration page and follow the steps
  • Enter your full name exactly as it appears on your last bill (Owner 1 or 2) - last name first, followed by first name
  • Enter your account number (5-digit water account number, or the first 15 digits of your tax roll number)
  • Enter your email address (required)
  • Select your street from drop down menu (Service Address)
  • Click “I’m Not a Robot”
  • Then click Next
  • TAXES: Enter the Amount of your “First Installment” on your final 2020 bill and “Total Amount Due” on your final 2020 bill
  • WATER: Enter Consumption for Meter # XXXXXXXX shown on your last regular bill and Enter “Amount Due” on your last regular bill 
  • Your access code(s) will be sent to the email on file

Frequently Asked Questions

Who can register for an account?

The City's e-billing program is currently only available to property owners.

Tenants, third parties, such as property management firms, payment processors and other agents are not eligible for registration on behalf of an account holder under the terms and conditions of e-billing.

Any use of this service by someone other than the named account holder will result in the e-billing account being suspended and/or cancelled and regular paper billing will resume.

You will not have access to an account unless you are a property owner. Authorized parties or those who have signing authority cannot register for e-billing.

Can I make a payment through tax and water e-billing?

Payments cannot be made through tax and water e-billing at this time. The following payment options are available:
  1. Pre-Authorized payment (monthly or instalment)
  2. Online or telephone banking through your financial institution
  3. In person at City Hall, 50 Church Street Citizens’ First Counter (second floor). Payment can be provided by cash, cheque or debit.
  4. Deposit your cheque in the after-hours box payment boxes located at City Hall.
  5. By mail addressed to:

Will I still receive a paper copy of my bills?

You will no longer receive a paper copy of your bill when you sign up for e-bills. Residents who are concerned about missing a payment can consider registering for the City’s pre-authorized payment program. You can select either an installment plan or a monthly plan for both property tax and water bills. Only original bills will be sent via the e-bill service. Past-due notices will be sent via regular mail. 

 I have multiple accounts. Can I still receive a paper bill for one of my accounts?

You can manage bill delivery methods under Manage Account.

Click manage account and on the preferences tab click ebill or paper bills beside each account that is linked to your profile.

I own multiple properties. Can I link multiple accounts?

You will have access to all of your City of St Catharines property tax and water accounts where you are the account holder.

If you own multiple properties in the City of St Catharines you will see information for them all through a single e-billing login.

I forgot my password. How can I reset it?

Follow these steps:


  1. Visit the login page and enter your email address.
  2. Select Forgot Password.
  3. Enter the email address you registered for e-billing with.
  4. A reset your password link will be sent to your email.
  5. Click the link in your email, and you will be prompted to change your password.
  6. Your new password must contain a minimum of six (6) characters consisting of at least on upper case letter (A-Z) and at least one number (0-9).
