Note: As of June 19, 2014, parking tickets are now referred to as Penalty Notices.

Information on paying parking tickets and how to dispute a penatly notice is included below. However, please contact Parking Services should you have any additional questions.

What happens if Parking Tickets are not paid

If no action is taken to pay, the ticket will ultimately result in default and licence plate renewal will be denied by the Ministry of Transportation (Service Ontario). Renewal of existing or the issuance of new vehicle license permits will not be granted until payment is made including all applicable fees.


How to Pay a Parking Ticket

Parking tickets can paid in one of three ways:

  1. Online - For your convenience, the City of St. Catharines accepts online parking ticket payments using Visa or MasterCard through our online service provider, Paymentus.  
  2. By mail - send a cheque or money order payable to the following address:

    Note: Do not send cash in the mail
  3. In Person - visit Parking Services on the second floor of City Hall, 50 Church St. Cheque and money order payments can also be left in the drop box located at the James Street entrance to City Hall. Please do not put cash in the drop box.

Disputing a Parking Ticket

Parking tickets $100 or less are now reviewed by a Screening Officer. 

Disputing a Penalty Notice $100 or less issued after June 18, 2014

Important: A request for review must be made within 15 calendar days of the issuance of the penalty notice.

  1. Request a meeting with a Screening Officer. This can be done in any of three ways: 
    • Email or Mail - Complete our Screening Request Form and send it to 
    • Phone - Call Parking Services at 905.688.5600
    • In Person - Visit Parking Services on the second floor of City Hall, 50 Church St. 
  2. You'll be given an appointment with a Screening Officer. Normally, screenings are held in the Screening Room, located on the 2nd floor in City Hall. You will meet with a Screening Officer - a City employee who has been appointed by City Council and is bound by the City's Conflict of Interest Guidelines.
  3. If you are not satisfied with the decision made by the Screening Officer you can request a review by a Hearing Officer. This request must be made within 15 days of your screening decision.
    • Normally, hearings are held in Council Chambers in City Hall. You will meet with a Hearing Officer and Municipal By-law Enforcement Officer. The Hearing Officer is an independent third party who is appointed by City Council and bound by the City's Conflict of Interest Guidelines and the Statutory Powers Procedure Act. The Hearing Officer's decision is final

Parking Tickets issued before June 19, 2014

  • Within 15 days of the issuance of a parking ticket you may request a review of the ticket by calling Parking Services at 905-688-5600 or emailing
  • If you wish to request a trial to have the matter heard by a Justice of the Peace, your intent to challenge must be received by the City within 15 days of the issuance of the ticket . Complete the Trial Option 2 on the back of the ticket. A Notice of Trial will be mailed to you advising you of the trial date. All trials are held at the Provincial Offences Court office, 71 King Street, St. Catharines.

Changes to the dispute process are part of the Administrative Monetary Penalties System (APS) introduced province wide under Ontario Regulation 333/07 of the Municipal Act, 2001.
