Citizens First - Customer Service

Citizens First is your one-stop for customer service. Call 905.688.5600, Monday to Friday from 8:30 a.m. to 5 p.m. or email (emails are checked Monday to Friday from 8:30 a.m. to 5 p.m.).

  • Full time customer service representatives dedicated to helping you
  • Interpretation support for over 240 languages via phone and in person, support for American Sign Language only available in person

City Hall Service Appointments

The majority of services, including those being offered in-person by appointment, will continue to be offered via remote formats. Access to City Hall will resume by appointment only starting June 14. Residents can now book appointments. With limitations on staffing and building occupancy remote service delivery is still preferred.

We ask that all visitors, if able, wear a face covering in compliance with the City and Niagara Regions' mask by-laws.

Do not visit City Hall if you or a member of your household are feeling sick, have left the country in the last two weeks or have been in contact with a case of COVID-19.

Guests can save time at the door by completing screening online ahead of time on the day of their visit.

Appointment process:

To visit City Hall by appointment:

  1. Visit the City's online booking application or call 905.688.5600
  2. Enter your email / phone number and name
  3. Select the service to be accessed
  4. Select your appointment date and time
  5. On the day of the appointment visit City Hall at the selected time
  6. Check in with the facility access monitor at the James Street entrance
  7. Follow the monitor's direction to access the appointment
  8. Please follow the direction of posted signage 
  9. After the appointment leave City Hall via the James Street entrance

Parking Services:

  • Payments for penalties
  • Residential permits
  • Accessible meter permits
  • Commercial permits / meter bags
  • Proof of dispute / accessible permits
  • Veteran parking permits

Legal and Clerks Services:

  • Signing of pension forms
  • Signing of proof-of-life forms
  • Marriage licences: certain limitations apply (Niagara residents only)
  • Burial permits: starting June 21
  • Freedom of information pickup
  • Serving court documents
  • Vicious dog declaration

Planning and Building Services

  • Building permit pickup, for issued permits only
  • By-law enforcement inquiries
