Apply for your beach parking permit online.

We offer on-site, paid parking at Lakeside Park Beach and Sunset Beach for residents and visitors. St. Catharines residents may also purchase a Resident Beach Parking Permit offering seasonal parking for the year at each lot (details are provided below). Free parking is available on site at Jones Beach. Boat launch parking for trailers is available at Sunset Beach with options to either purchase a season pass or pay an hourly or daily rate (details are provided below).

Visitor Parking

Paid visitor parking is in effect at Lakeside Park Beach and Sunset Beach from May 1 to Sept. 30, from 9 a.m. to 9 p.m. each day. The fee for each parking space is $3.25 per hour. Sunset Beach has a $20 flat maximum fee for the day, while Lakeside Park Beach has a three-hour maximum time limit. 

Paid parking assists in funding the ongoing operation and maintenance of beaches, ensuring it is beach users who pay for beaches.


Resident Beach Parking Permits

St. Catharines residents who have obtained a Resident Beach Parking Permit can park without paying an hourly fee or observing a time limit.

The City has retained HotSpot Parking to facilitate the Residential Beach Parking Program. St. Catharines residents may apply for a Resident Beach Parking Permit that allows for parking with no time limits from May 1 to Sept. 30 from 9 a.m. to 9 p.m. each day at the Lakeside Park Beach and Sunset Beach parking lots.

  • Permits are available to St. Catharines residents only (proof of residency is required)
  • Proof of vehicle ownership is required (the green ownership slip provided by the Province).
  • Only one household permit can be used at any one lot at a time.
  • Permits apply only to the Sunset Beach and Lakeside Park beach parking lots.
  • Permits do not apply to boat launch parking at Sunset Beach.
  • A permit does not guarantee a parking spot.

Purchasing a Permit

Residents can purchase a permit:

  1. From the HotSpot website;
  2. Using the HotSpot app (AppStore or Google Play);
  3. In-person at City Hall (second floor - Citizens First or Parking Services counter). In-person hours are Monday to Friday, 8:30 a.m. to 4:30 p.m. Photo identification, proof of St. Catharines residency and vehicle ownership are required 

Submitted applications will be reviewed to confirm residency status. Allow three to five business days for approval.

Permits are connected to licence plate numbers. No need to display paper permit in windshield.

Port Dalhousie Businesses Located within Lakeside Park

Businesses in Port Dalhousie are entitled to two (2), $16.25 parking permits. Businesses must attend City Hall to apply and pay for their permit on the second-floor Parking Services counter. The permit only exempts the vehicle from payment and time restrictions that are in place the Lakeside Park parking lot. It does not exempt the vehicle from parking within any other metered parking area or for a period extending longer than the posted time limit.

Sunset Beach Boat Launch Parking

The Sunset Beach boat launch will reopen in 2026, but may be subject to intermittent closures for brief periods to complete renovations.

Passes are $109.25 and applications can be completed here, or in person at City Hall. Those who complete the application online must make payment in person at City Hall, following the review and approval of their pass.

Frequently Asked Questions 

Online at hotspotparking.com/users/login. You will be required to use an active email address and provide a password to set up your account. Permits are virtual; paper permits will not be issued. Your virtual permit will be tied to your licence plate number.

Permits are available to all qualifying St. Catharines residents. You must live within the City boundaries, in order to qualify to purchase a permit for $16.25 each (per plate). Permits cannot be used in the same lot (Sunset Beach or Lakeside Park) at the same time.

Permits are open to residents only. Individuals who reside elsewhere but own property in the City are not eligible and will not be issued a permit.

The City’s beach lots have very limited parking to supply all residents, businesses, and visitors. Parking permits are not limited, however more than one permit cannot be in the lot at the same time. This is to encourage carpooling and maximize parking spaces so that as many people as possible can enjoy time at the beach.

You must live at your St. Catharines address to be eligible.

You must provide your vehicle ownership, photo ID, as well as one of the following:
• Ontario driver’s licence
• Recent Utility bill (e.g. hydro, water, gas, phone, internet/cable TV)
• Change of address receipt from Canada Post
• Lease or rental agreement for property in St. Catharines
• Mortgage statement for property in St. Catharines
• Insurance policy or insurance statement for property in St. Catharines
• Property tax assessment
• Document showing residence at a long-term care home

Permits allow residents to park each day, until Sept. 30, 2026, with no daily time limit at the Lakeside Park and Sunset Beach parking lots. Lakeside Park continues to have a three-hour time limit for those who do not have a residential parking permit.

Permits will not provide for on-street / metered parking and do not guarantee a space when lots are full. Resident permits cannot be used to park in the Sunset Beach boat launch parking area.

Individuals with multiple permits cannot use more than one permit at the same time, regardless of them being parked at different beaches simultaneously. Parking Officers will issue a ticket to one or both vehicles, if they are found to be at the beaches, at the same time.

If you have purchased permits using HotSpot in the past, you can continue to use your existing credentials by logging in at https://hotspotparking.com/users/login.

You will receive a notification via email from HotSpot if your permit was approved or denied within three to five business days. Please be sure to check your junk / spam email folder, and please ensure you verify your email address, when you sign up for a HotSpot account. After your permit has been approved, you can proceed with payment. 

Your credit card will only be charged once your application is approved, and you purchase a permit. If your permit application has been denied there will be no charge to your credit card. You must pay for your permit after you receive approval, in order for your permit to be active. Not doing this may cause you to be subject to a parking ticket.

Here are some reasons you may be denied:
• Insufficient or out-of-date proof of residency
• Missing Information (proof of residency, vehicle registration, etc.)
• Commercial properties do not qualify

Your vehicle licence plate is your permit. There are no physical permits.

As long as you reside in St. Catharines, you can apply for a permit. You must still submit proof of vehicle ownership and proof of residency.

With the City moving forward on improvements to provide a safer and more enjoyable beach experience, the parking fees for non-St. Catharines residents are a way for these beach users to contribute to supporting the recreational infrastructure. Regional taxes do not support maintenance or investments into City beaches. Beaches remain free to access for all visitors and free parking is offered offsite with connections to beaches via sidewalks and trails.

• Sunset Beach: $3.25 per hour, or $20 flat rate
• Lakeside Beach: $3.25 per hour with a three-hour maximum
• Exceeding time limits will result in a penalty notice.

No. Resident beach parking permits allow for vehicles to be parked in the main Sunset Beach lot and Lakeside Park lots and are not valid in the boat launch area. Vehicles with an attached trailer must use the designated parking area near the boat launch, and both Residents and Non-Residents will be required to pay $3.25 per hour. Sunset Beach: $3.25 per hour or $20 flat rate or apply for a seasonal boat launch permit. To apply for a seasonal boat launch permit, please visit stcatharines.ca/beachparking for more information, or attend Parking Services in person, at City Hall, located at 50 Church St., to pick up and pay for your boat launch permit (Trailer licence plate required).

No. Only those with a trailer are required to pay the parking fees or season launch permit fee. Those without a trailer may use the remainder of the beach lot, using either a resident parking permit with no time limit, or by paying $3.25 per hour / $20 flat rate (Sunset Beach). You cannot park in the designated boat launch area.

Applying through the online portal with an email and credit card is the quickest way to obtain your permit – this method is strongly encouraged. If necessary, residents may attend in person, the second floor of City Hall at the Citizens First or Parking Services counter. Please ensure you bring the following documentation when you visit City Hall.

  • Proof of residency in St. Catharines
  • Proof of vehicle ownership
  • Photo ID

Additionally, you can ask a friend or family member to assist you in applying online.

Free offsite parking with no time limit is available near both Lakeside Park beach and Sunset Beach. These spaces are first come, first serve, and visitors can utilize active transportation connections to access beaches from these lots. Alternatively, visitors can use public transit to access beaches.
