Hate-based graffiti and signage

Hate-based material has no place in St. Catharines. Graffiti of any kind is illegal and includes symbols, signage, or messaging that promote hate, discrimination, or intimidation.

These incidents can occur on public or private property and may take different forms, including posters, stickers, spray-painted messages, or temporary signage. If you believe you’ve encountered material of this nature, we encourage you to report it. Prompt reporting helps ensure it can be reviewed and addressed as quickly as possible.

What is considered hate-based material?

Not all graffiti or signage is hate-based in nature; however, any material that targets or threatens individuals or groups based on identity or ideology should be reported immediately.

Material that targets or threatens individuals or groups based on identity, race, religion, sexual orientation, gender identity, disability, or other protected characteristics should be reported immediately. While all graffiti and unauthorized signage are illegal and should be reported in accordance with the City’s graffiti and sign by-laws, this reporting tool is intended specifically for graffiti and signage that contains hate-based material. In addition to using this reporting tool, incidents involving hate-based material should also be reported to the Niagara Regional Police Service

Each report is reviewed individually. Some reports may not be classified as hate-based under applicable laws. Even when that’s the case, reporting still matters. It helps the City track concerns, understand community impact, and decide how to respond. All graffiti and unauthorized signage are addressed under the City’s graffiti and sign by-laws.
