Downtown Heritage Conservation District Task Force

The Downtown Heritage Conservation District Task Force will operate as a multi-stakeholder group providing input to consultants and staff regarding Downtown Heritage Conservation District Study and Plan, including recommendations for the adoption and implementation of these studies and related by-laws. The goal is not necessarily for the group to come to a consensus, but rather to ensure that a wide range of views are taken into consideration and help to inform and refine the documents and policies prior to submission to Council for approval.

Meetings

The Task Force will meet as required, at the discretion of the Chair. The intention is for the Task Force to meet at least twice during the Study Phase and at least twice again during the Plan Phase should council decide to pursue a District Plan. Appointments will be until the Study has been received by Council. If Council decides to proceed with a District Plan, the appointments will be until the Plan has been received by Council, at which time the Task Force will be automatically disbanded.

The Task Force shall conduct its meetings in accordance with and otherwise comply with the City of St. Catharines Simplified Meeting Procedures for advisory bodies.

Composition

The Task Force shall be comprised of up to nine members as follows:

  • The Executive Director of the Downtown Business Association
  • Four Representatives from the Downtown Business Association’s board or membership, appointed by the Downtown Business Association
  • Three members of the St. Catharines Heritage Advisory Committee
  • One Councillor from the St. Patrick’s Ward

Appointments will be until the Study has been received by Council. If Council decides to proceed with a District Plan, the appointments will be until the Plan has been received by Council, at which time the Task Force will be automatically disbanded.

Reporting structure

The Task Force will report its findings directly to City Council through the Planning and Building Services Department. Administrative support to the Task Force shall be provided by staff in the Planning Department, which shall assign a secretary to the Task Force.
