Minor Variance Application details (A-39/26)

Application A-39/26 seeks relief from the City of St. Catharines Zoning By-law 2013-283, as amended, for a proposed 16-unit private road development.

  1. A reduction of the minimum front yard setback from 6.0m to 3.0m (Block 1).
  2. A reduction of the minimum front yard setback from 6.0m to 4.0m (Block 5).
  3. An increase to the maximum number of attached dwelling units from 4 units to 5 units (Block 3).
  4. An increase in the maximum building height from 10m to 10.41m (Block 4).
  5. A reduction of the minimum interior side yard setback from end wall from 5.0m to 3.0m (Block 3, Unit 7).
  6. A reduction of the minimum interior side yard setback from end wall from 5.0m to 3.03m (Block 3, Unit 11).
  7. A reduction of the minimum interior side yard setback from end wall from 5.0m to 3.05m (Block 3, Unit 16).
  8. A reduction of the minimum interior side yard from end wall from 5.0m to 4.5m (Block 5, Unit 14).
  9. A reduction of the minimum rear yard setback from rear wall from 7.5m to 4.5m (Block 5, Unit 14).
  10. A reduction of the minimum distance from private road to dwelling from 3.0m to 2.52m (Block 2, Unit 6).
  11. A reduction of the minimum distance from private road to dwelling from 3.0m to 2.49m (Block 3, Unit 16).
  12. A reduction of the minimum distance from private road to dwelling from 3.0m to 2.35m (Block 4, Unit 13).

Hearing Participation

Please submit any comments in writing to the Secretary Treasurer by 12 p.m. on July 17, 2026, or you can appear in person and make a verbal presentation to the Committee.

Please be advised that your submission(s) will be part of the public record and will be made available to the public, including posting on the City’s website. Personal contact information, including telephone numbers, email addresses, house number and signatures, will be redacted by the Secretary -Treasurer and/or Planning Committee Co-Ordinator for on-line posting only.

An appeal to the Ontario Land Tribunal (OLT) may be dismissed if no written or verbal submissions were made at the hearing before the Committee gives or refuses to give approval to an application. Pursuant to the More Homes Built Faster Act, Appeals may be submitted by the Applicant, the Minister or a specified person or public body that has an interest in the matter.

Please note that all Committee of Adjustment Hearings will be held in-person at City Hall on the 3rd floor in Council Chambers. City Hall is located at 50 Church Street, St. Catharines, Ontario (Please use the James Street entrance).
