Public Hearing - 163-165 Bradley Street

Applications for a Consent and Minor Variances have been received from 1631601 Ontario Inc. for the property at 163-165 Bradley Street and will be heard by the Committee of Adjustment for the City of St. Catharines on July 22, 2026 at 5pm.

Consent Application details (B-10/26SC)

Application B-10/26SC is made for consent to sever 304.0 square metres of land (Part 1 on the submitted sketch) for a proposed detached dwelling, to be known as 165 Bradley Street. A 508.0 square metre remnant parcel (Part 2) is to be retained with an existing detached dwelling. There are concurrent minor variance applications, A-31/26 and A-32/26. 

Minor Variance Application details (A-31/26 - 163 Bradley Street)

Application A-31/26 seeks relief from the City of St Catharines Zoning By-law 2013-283, as amended, for the following variances are to facilitate the existing detached dwelling (Part 2):

  1.  A reduction of the minimum lot frontage from 16.5 m to 14.3 m.
  2. A reduction of the minimum interior side yard setback from 2.0 m to 0.9m (east side).
  3. An increase in the maximum parking area coverage in the front yard from 50% to 67%.
  4. An increase in the maximum parking area width from 4.55 m (50% of building width) to 12.6 m.
  5. A reduction of the minimum interior side yard setback for an accessory structure from 0.6 m to 0.4m.

Minor Variance Application details (A-32/26 - 165 Bradley Street)

Application A-32/26 seeks relief from the City of St Catharines Zoning By-law 2013-283, as amended, for the following variance to facilitate the proposed detached dwelling (Part 1):

1. A reduction in the minimum lot area from 400.0 square metres to 304.0 square metres.

Please submit any comments in writing to the Secretary Treasurer by 12 p.m. on July 17, 2026, or you can appear in person and make a verbal presentation to the Committee.

Personal contact information, including telephone numbers, email addresses, house number and signatures, will be redacted by the Secretary -Treasurer and/or Planning Committee Co-Ordinator for on-line posting only.

An appeal to the Ontario Land Tribunal (OLT) may be dismissed if no written or verbal submissions were made at the hearing before the Committee gives or refuses to give approval to an application. Pursuant to the More Homes Built Faster Act, Appeals may be submitted by the Applicant, the Minister or a specified person or public body that has an interest in the matter.

Please note that all Committee of Adjustment Hearings will be held in-person at City Hall on the 3rd floor in Council Chambers. City Hall is located at 50 Church Street, St. Catharines, Ontario (Please use the James Street entrance).
