Brimley Crescent Watermain Lining, Sewer Lining and Road Resurfacing Project

PROJECT NO: P23-061

The City of St. Catharines is carrying out underground infrastructure improvements on Brimley Crescent from Cindy drive to the end of the cul-de-sac.

Please be advised that a contract for has been awarded. The successful contractor, Steed and Evans Ltd. is tentatively scheduled to start work June 2026. The construction should take approximately three (3) months to complete with final restoration, weather permitting.

The scope of the proposed construction project includes:

• Lining of Existing Watermain, including replacement of existing fire hydrants
• Lining section of existing Sanitary and Strom Sewer Along Brimley Crescent.
• Reconnection of all water services to the new watermain within the project limits.
• Restoration of existing sidewalks, curbs, boulevards and driveways, as necessary, that may get disturbed during construction.
• Resurfacing of existing Asphalt Road

Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. A construction inspector, from the City, will be present on-site during construction and can be contacted for information.

In order to protect construction workers and the public and to complete the work safely and in a timely manner, temporary lane restrictions will be in place for most of the construction operations. Road closures and detours will be avoided as much as possible. Although the contractor will implement necessary traffic control measures, minor traffic congestion or delays will be unavoidable at certain times. The contractor
will ensure that Emergency Services have access to properties throughout construction.

Please contact us if you have any specific accessibility requirements or concerns. Although the contractor is required to provide safe pedestrian access, care should be exercised when walking through or near any construction zones. The Contractor has been asked to allow for parking as much as practical during the
construction. Due to the scope of the work involved, on-street parking will be restricted during various stages of construction. Residents are requested to please park in their driveways, where possible, or find alternative parking on adjacent streets when required during construction.

Garbage and Recycling Collection during Construction

As a result of the proposed construction on your street, it may at times be difficult for the garbage and recycling vehicles to collect your waste. Therefore, until the construction work is completed to a point where the vehicles may travel safely in your area at their normal collection time, we are requesting that the garbage and recycling be placed out for collection by 6:30 a.m. or alternatively the evening before your scheduled day.

The garbage and recycling trucks will be dispatched regularly, however, if there is no access to pick-up the waste in front of your property due to construction, the construction crews may relocate the garbage to a more convenient area for pickup before starting work each morning. Thank you for your cooperation in this regard.

Disruption to Water Service

Your water service may need to be shut off at some point during the installation of the temporary water service or the installation of the new water service and watermain. You will be notified a minimum of 48 hours in advance of all planned water shut offs. There is also the possibility for emergency unplanned water shut offs. This can happen when watermains burst or when service lines are ruptured. Crews will restore your water service as quickly as possible during these circumstances. For both planned and unplanned
water shut-offs, once water service is restored, we recommend running a cold water tap for 5 minutes prior to drinking tap water.

Temporary Connection

In order to replace the existing watermain with a new watermain, houses within the project area will be connected to a temporary water system until the new watermain and services are fully installed and commissioned. The temporary water system will be above ground, typically behind the sidewalk, and temporary asphalt will be placed over the pipe where it crosses your driveway, to protect the system and to provide you with driveway access. The contractor will connect your house to the temporary potable water system from an outside connection, if available at your property. This is the preferred and least disruptive
method. You will continue to have access to your outdoor hose bib while the temporary system is installed. You will be contacted by Steed and Evans Ltd. Or FERPAL Construction to arrange a suitable connection. Once connected to the temporary system, the valve associated with your existing
water service (before your water meter) will remain closed during construction to prevent backflow into the portion of watermain under construction. Please do not operate any valves unless directly by the project team.

If an outside connection is unavailable, the contractor will coordinate with you to find a suitable connection, which may include a connection underground to your existing service.

Residents connected to the temporary water supply may experience minor fluctuations or slightly reduced water pressure at times. However, the system is designed to maintain adequate pressure for normal household use during construction.

Fire coverage will be maintained throughout the project.

The system will be fully disinfected, tested, and commissioned and will follow a flushing protocol. Residents are encouraged to run a cold-water tap, particularly following periods of lower system demand such as overnight or weekends, until the water temperature stabilizes before drinking or food preparation. Due to seasonal temperatures and the temporary above-ground configuration of the system, the water may be warmer than normal at times.

Billing

Your water and wastewater bill will be adjusted to an estimated usage for the timeframe that the water is not connected to the City’s water meter. The billing department will use historical consumption data to calculate the consumption during this time so that the amount billed is similar to what has been historically used during the same time of year.

Schedule

The temporary water system will begin installation in June 2026 with connections tentatively scheduled for mid-late June. Steed and Evans Ltd. And FERPAL Construction Ltd. will be contacting homeowners soon to arrange for a connection if the front hose bib is not available. They will also provide notice prior to shutting off water for planned water shut offs. The temporary water system is anticipated to remain in place from
approximately June through the end of August 2026 (weather and unforeseen circumstances permitting).

Restoration

Residents should note that at some locations private irrigation/sprinkler systems or heated driveways may have been installed within the boulevard or easement. The City-owned boulevard is part of a road allowance from the curb or edge-of-road to the property line. The boulevard may or may not include a sidewalk. Such irrigation/sprinkler or heated driveway installations are prone to damage during maintenance or renewal of underground infrastructure and new utility installations. The City cannot be held liable for damage to anything installed in the boulevard without the City’s approval. Therefore, residents are requested to identify and clearly mark any parts of their private irrigation/sprinkler systems or heated driveways systems prior to
construction. The Construction Inspector will indicate if any marked systems are in the way of proposed construction. Please feel free to notify the Project Manager if an irrigation or heated driveway is present at your property.

We will be installing new sod eventually in some locations and would ask for your cooperation in keeping this sod watered. Damage to boulevards and/or driveway aprons due to construction will be restored once the project is complete. If your boulevard or driveway is damaged during construction and is not restored, please contact us.

Please be aware that the City’s contractors are required to strictly adhere to the health and safety guidelines for workplaces as required by the Province and local Public Health Authorities.The City of St. Catharines recognizes that construction is an inconvenience to residents and business owners.
