Notice of Legislated Public Meeting 

To consider a City-initiated amendment to the City’s Official Plan to adopt the Ontario Street Corridor Secondary Plan.

PROPOSAL 
Council of the City of St. Catharines has authorized preparation of a Secondary Plan for the Ontario Street Corridor under the Planning Act. The Secondary Plan is a land use plan intended to guide future redevelopment of the Ontario Street Corridor, between the Queen Elizabeth Way Highway and Welland 
Avenue, including the properties 282 and 285 Ontario Street. The Ontario Street Corridor Secondary Plan, if approved, will constitute an Amendment to the City’s Official Plan, the Garden City Plan. The Secondary Plan includes policies and schedules related to land use, building height, urban design, parks and open spaces, public realm and active transportation improvements, among other matters.

Reference materials are available at engagestc.ca/OntarioStreetStudy and at the Planning and Building Services Department, City Hall, 50 Church Street, St. Catharines. The Official Plan Amendment will apply 
to all lands within the Secondary Plan Area illustrated on the Location Map above.

City Council is hosting a Legislated Public Meeting on September 14, 2026 to receive input and comment on the proposed Official Plan Amendment, after which Council will consider staff’s recommendation on the amendment.  Visit www.stcatharines.ca/Council for information on how to access and participate in the 
Public Meeting, and how to request and make a delegation before Council.  Written submissions must be received by noon on Thursday before the public meeting by mailing or delivering them to:

Email submissions may also be made by noon the day of the public meeting and directed to clerks@stcatharines.ca. Both oral and written comments will be taken into account by City Council in making a decision on the subject matter. 

LEGAL NOTICE 
I. If a person or public body would otherwise have an ability to appeal the decision 
of Council of the City of St. Catharines to the Ontario Land Tribunal but the person 
or public body does not make oral submissions at a public meeting or make written 
submissions to Council of the City of St. Catharines before the proposed official 
plan amendment is adopted and by-law passed, the person or public body is not 
entitled to appeal the decision. 
II. If a person or public body does not make oral submissions at a public meeting or 
make written submissions to Council of the City of St. Catharines before the 
proposed official plan amendment is adopted and by-law passed, the person or 
public body may not be added as a party to the hearing of an appeal before the 
Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable 
grounds to add the person or public body as a party.
