Applications for Minor Variance and Consent have been received from Ljiljana Selimovic and Nihad Selimovic for the property at 8 Graham Avenue and will be heard by the Committee of Adjustment for the City of St. Catharines on August 19, 2026 at 5 p.m.

Consent Application details B-17/26/SC

Application B-17/26SC is made for consent to a partial discharge of mortgage and for consent to sever 232 sq m. (Part 2 on the submitted sketch) to be known as 9 Considine Avenue for a proposed detached dwelling. The remnant parcel (Part 1) is to be retained with the existing detached dwelling. There are concurrent minor variance applications, A-49/26 and A-50/26.

Minor Variance Application details A-49/26

Application A-49/26 seeks relief from the City of St. Catharines Zoning By-law 2013-283, as amended, for the following variances to facilitate an existing detached dwelling:

  1. An increase of the maximum lot area for a detached dwelling from 465 m2 to 834.3 m2.
  2. A reduction of the maximum front yard setback to the dwelling from 8.0 m to 17.31 m.
  3. A request to permit accessory structures to be located in the front yard (existing pool and pergola).

Minor Variance Application details A-50/26

Application A-50/26 seeks relief from the City of St. Catharines Zoning By-law 2013-283, as amended, for the following variances to facilitate a proposed detached dwelling:

  1. A reduction of the minimum lot area for a detached dwelling from 300.0 m2 to 232.0 m2.
  2. A reduction of the minimum front yard setback to the garage/carport from 6.0 m to 3.0 m.

Please submit any comments in writing to the Secretary Treasurer by 12 p.m. on August 14, 2026, or you can appear in person and make a verbal presentation to the Committee.

Please be advised that your submission(s) will be part of the public record and will be made available to the public, including posting on the City’s website. Personal contact information, including telephone numbers, email addresses, house number and signatures, will be redacted by the Secretary -Treasurer and/or Planning Committee Co-Ordinator for on-line posting only.

An appeal to the Ontario Land Tribunal (OLT) may be dismissed if no written or verbal submissions were made at the hearing before the Committee gives or refuses to give approval to an application. Pursuant to the More Homes Built Faster Act, Appeals may be submitted by the Applicant, the Minister or a specified person or public body that has an interest in the matter.

Please note that all Committee of Adjustment Hearings will be held in-person at City Hall on the 3rd floor in Council Chambers. City Hall is located at 50 Church Street, St. Catharines, Ontario (Please use the James Street entrance).
