Long-term closure: Parnell and Vine intersection
Construction has started on P22-063 Parnell Road Reconstruction between Vine Street and Niagara Street in the City of St. Catharines. The project has been awarded to Rankin Construction Inc.
To facilitate construction of the new raised concrete intersection at Vine Street and Parnell Road, the intersection will be fully closed to vehicular traffic during the summer months. The Traffic Detour Plan map below shows the signed detour route. Pedestrian access through the intersection will be maintained via a temporary hard-surfaced pedestrian detour.

The full closure of the Vine Street / Parnell Road intersection is anticipated to occur from July 6, 2026, to Aug. 24, 2026, weather permitting. During this period, there will be no vehicle access through the intersection.
The closure limits are as follows:
- North: Vine Street at Lakeshore Road
- South: Vine Street at Kennedy Avenue
- East: Parnell Road at Murray Street
- West: Parnell Road at Baker Drive
The southbound detour route will follow Lakeshore Road, Geneva Street, Linwell Road, and Vine Street. The northbound detour route will follow Linwell Road, Niagara Street, and Lakeshore Road.
The intersection closure itself will not restrict access to residential driveways. However, temporary driveway access restrictions may be required at times to accommodate ongoing construction activities. Affected residents will be notified in advance by the Contractor.
