45 Manchester Ave. - Notice of Public Meeting
Proposal
The Planning and Building Services Department has received an application for Zoning By-law Amendment for 45 Manchester Avenue. The application was deemed complete on June 9, 2026 pursuant to Section 34 (10.4) of the Planning Act.
The Applicant is seeking an approval to permit a new day care use within the existing private road development. The day care will be located within an existing building.
The Garden City Plan (Official Plan) designates the subject lands Medium Density Residential. A day care is permitted as an ancillary use in the Medium Density Residential designation.
The City’s Zoning By-law No. 2013-283 currently zones the subject lands Medium Density Residential – Suburban Neighbourhood (R3). The Applicant proposes to add a new Special Provision to permit the day care use.

Written submissions must be received by noon on the Thursday before the public meeting by mailing or delivering them to:

Email submissions may also be made by noon the day of the public meeting and directed to clerks@stcatharines.ca. Both oral and written comments will be taken into account by City Council in making a decision on the subject matter.
Legal Notice
Only the registered owner of the land to which the by-law would apply, the applicant, the Minister, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the City of St Catharines before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
