Rockwood Avenue Culvert Replacement
Rockwood Avenue Culvert Replacement between Carriage Road and Woodrow Street
The City of St. Catharines is carrying out culvert replacement on Rockwood Avenue located between Carriage Road and Woodrow Street. Approximate locations of the construction limits are show in Figure 1.

Figure 1 – Project Limits
The scope of the construction project includes:
- Removing the replacing the culvert under Rockwood Avenue (shown in Figure 1
by red circle).
Rankin Construction Inc. has been awarded the construction contract. Construction for this project is anticipated to start in November 2026 and will continue until June 2027 (weather dependent), with final restorations to be completed by June 2027. Preliminary site works including tree trimming, tree removals, and culvert area site preparations may start earlier.
Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents, pedestrians, and motorists. A Construction Inspector will be present on the site during construction and can be contacted for information.
In order to protect construction workers and the public and to complete the work safely and in a timely manner, Rockwood Avenue will be closed from Carriage Road to Woodrow Street from November 9, 2026 until approximately December 24, 2026. Local access from each side will be maintained for businesses and residents. Although the contractor will implement necessary traffic control measures including a posted detour, minor traffic congestion or delays will be unavoidable at certain times. The contractor will ensure that Emergency Services have access to properties throughout construction. Although the contractor is required to provide safe pedestrian access, care should be exercised when walking through or near any construction zones. The contractor will be using City right-of-way property including boulevards and the portion of the park for storage of materials used for the construction works. Restoration of the areas will be completed at the end of the project.
Garbage and Recycling Collection during Construction
As a result of the proposed construction, it may at times be difficult for the garbage and recycling vehicles to collect your curbside waste. Therefore, until the construction work is completed to a point where the vehicles may travel safely in your area at their normal collection time, we are requesting that if you receive curbside collection, that the curbside garbage and recycling be placed out for collection by 6:30 a.m. or alternatively the evening before your scheduled curbside collection day. The garbage and recycling trucks will be dispatched regularly; however, if there is no access to pick up the curbside waste in front of your property due to construction, the construction crews may relocate the garbage to a more convenient area for pick-up before starting work each morning. Garbage bin collections on private property are not expected to be affected except for the possible traffic-related delays. Thank you for your cooperation in this regard. As access to all driveways will be maintained during construction, commercial collection will not require any adjustments.
Health Precautions
Please be aware that the City’s contractors are required to strictly adhere to the health and safety guidelines for workplaces as required by the Province and local Public Health Authorities.
