Keeping of Animals By-Law Compliance

Overview

By-law 95-212 regulates the keeping of animals within the City of St Catharines and provides that:

  • No person shall keep or harbour any of the animals listed in Schedule "A" of the by-law on any lands on which an agricultural use is permitted pursuant to the Zoning By-laws of the Corporation of the City of St. Catharines.
  • No person shall keep or harbour on any other lands within the geographical boundaries of the City of St. Catharines any of the animals listed in Schedule "B" of the by-law.

Process

The City of St. Catharines contracts Niagara Region Animal Services for enforcement of all animal related by-laws.

Issues relating to dogs (barking dogs, off leash, waste, vicious dogs), number of dogs, cats and rabbits allowed in a residence, exotic animals, and any other keeping of animal enquiries should be brought to the attention of Niagara Region Animal Services Inc. as follows.

Anyone who is in violation of the City's by-law may be subject to prosecution in the event of continuing non-compliance.

Concerns about Abuse/Neglect or Animals in Distress

Concerns related to animal abuse, neglect or animals in distress should be brought to the attention of the Province's Ontario Animal Protection Call Centre at 1-833-9-ANIMAL (264625).

In emergency cases where life is in immediate danger contact 911 (Emergency Only).
