The City of St. Catharines has developed three policies to serve the cultural needs of our community.
MUNICIPAL CULTURAL POLICY
In March 2000, City Council approved a Municipal Cultural Policy for St. Catharines. This policy provides the City with a Vision Statement for culture, goals and objectives, and, recommendations of work that can be undertaken. The policy also includes definitions pertaining to the cultural sector. This policy plays an important role in guiding staff and City Council on the cultural services to be developed for our community.
PUBLIC ART POLICY
Visually beautiful cities stimulate a sense of pride and commitment. Through its Public Art Policy the City of St. Catharines strives to create vibrant public spaces that reflect the diversity of our community, and engage its residents and visitors with quality works of public art.

The first section of a Public Art Policy was approved by City Council in June, 2003. Section I of the policy outlines the City’s Art Collection Management Policy and Guidelines. With over 400 items in its collection, the City is proud to make this artwork and cultural property available for viewing in some of the City Art Exhibits that are described on this website. ST. CATHARINES CULTURAL INVESTMENT PROGRAM (SCCIP)
In February, 2004 City Council approved the St. Catharines Cultural Investment Policy. In June 2004, a new funding program was launched based on this policy. The St. Catharines Cultural Investment Program (SCCIP) has been established to invest funds into the not-for-profit cultural sector of St. Catharines. Specifically, the program is designed for arts, heritage and ethnocultural organizations.

City Council approved a fund of $150,000 for the 2009 Cultural Investment Program.
SCCIP Program Streams
The next deadline for the St. Catharines Cultural Investment Program is August 27, 2010. Applications will be available May 31, 2010.

There are three program streams for SCCIP. Each program has a different application procedure so please review materials carefully and speak to staff to ensure you are applying for the program that is appropriate for your organization. Each application includes a checklist of materials to be submitted with your application - please ensure all materials are included to ensure your application is complete.
The Sustaining Program is intended for established cultural organizations, festivals and celebrations that have an ongoing presence in St. Catharines and a track record of quality programming or services. Under this program, organizations may be eligible for multi-year funding for a maximum of three years, at which time a renewal of funding would be considered.
The Cultural Development Program is intended for new and developing arts and heritage organizations, for established organizations that work on a project basis, and for organizations undertaking a special one-time cultural initiative, festival or celebration. Equipment and small capital costs will be considered under this program if it is demonstrated that providing these funds will directly satisfy the goals of the St. Catharines Cultural Investment Policy.
The Artist in the Community Program is intended to support projects that provide creative opportunities for non-arts community members to work with a professional artist, resulting in the public presentation of art expressing community interests and issues. Projects will engage community organizations or neighbourhoods, and must be sponsored by an established arts organization.
