St. Catharines City Council has four committees dedicated to addressing issues in the cultural sector:

CULTURE COMMITTEE The Culture Committee is a Committee of City Council that had its first meeting in March 2001. Since that time the Committee has been working with City Staff, providing feedback, guidance and expertise as the recommendations of the Municipal Cultural Policy are addressed.

THE PUBLIC ART ADVISORY COMMITTEE The Public Art Advisory Committee is a committee of City Council that serves in an advisory capacity to Council and municipal staff in matters relating to the management of the Citys art collection, and according to the guidelines in the Public Art Policy. The City´s art collection includes almost 400 public monuments, fine art, photographs, artifacts, documents and reproductions.

THE NIAGARA CENTRE FOR THE ARTS TASK FORCE The City of St. Catharines is partnering with Brock University to undertake a feasibility study for an arts centre in downtown St. Catharines. It is intended that this study be the basis for the development of a major arts centre that combines facilities for Brock University’s School of Fine and Performing Arts, the Centre for the Arts at Brock University, and facilities for the local arts community.
The Niagara Centre for the Arts Task Force (Task Force) has been established as an ad hoc Task Force reporting to the City Council through the Recreation and Community Services Department. They are a body of volunteers appointed by City Council with expertise and perspectives from the arts and business communities of St. Catharines.

HERITAGE COMMITTEES The many heritage buildings and structures of St. Catharines are an important part of the citys culture. To ensure the historical homes and buildings we have are preserved for future generations, the St. Catharines Heritage Committee acts as an advisory body to Council, recommending historical properties for designation under Part IV of the Ontario Heritage Act. In addition, the Committee reviews applications for Designated Property Grants, a grant for designated heritage homeowners restoring or conserving heritage features of their property. The Heritage Committee publishes its activities in a semi-regular newsletter, The Scribe.
To assist the Heritage Committee with its work, the Port Dalhousie Heritage District Advisory Committee was created in 2004 to provide Council with advice regarding changes to buildings and public spaces in the Port Dalhousie Heritage District.
