Vandalism

Residents are encouraged to contact our office to report acts of vandalism to city property. An informal
neighbourhood watch discourages unlawful behaviour and therefore reduces maintenance and repair expenses.
It also ensures that parklands will remain beautiful and safe for all to enjoy.

ERADICATING GRAFFITI IN OUR COMMUNITIES

Working Together to Eliminate Graffiti in our City
The City of St. Catharines is committed to reducing and eliminating graffiti in our neighbourhoods.
By working together with our citizens we can make a difference. Prompt reporting and removal of
graffiti is essential in reducing incidents and keeping our neighbourhoods clean. The City has
taken steps to make it easy and effective for citizens to take an active role in our fight to eliminate graffiti.

Reporting Graffiti
To report graffiti contact the Graffiti Hotline at 905 688-5601 ext. 3115.
The Graffiti Hotline is useful in reporting graffiti on public and private property. Once reports are received
on public property work orders are made up for city staff to provide removal within 48 hours and 24 hours
in the case of obscene or discriminatory graffiti. Reporting graffiti on private property through the
Graffiti Hotline coordinates and provides reporting to Niagara Regional Police and assists in their work to
apprehend perpetrators.

Graffiti Bylaw
In December of 2008 City Council approved enactment of the Graffiti Bylaw. The Graffiti Bylaw is intended to
provide for removal of graffiti on private property. The bylaw will require property owners to maintain
their property free of graffiti. Properties not maintained free of graffiti will be served notice and
will be obligated to clean graffiti within 7 days of notice served. The bylaw is not intended to be punitive
to property owners victimized by graffiti but rather it is intended to encourage prompt reporting and
removal of graffiti.

Graffiti Assistance Program
In order to provide assistance to private property owners in the city victimized by graffiti City Council
created the Graffiti Assistance Program. This program makes funds available to property owners
for removal of graffiti on their property. The program will pay property owners 50% of the cost of
removal of graffiti up to a maximum payment of $300.00 and to a maximum of three times
a year. Removal of graffiti must be performed by a contractor prequalified by the City.
To access the Graffiti Assistance program residents can contact the Graffiti Hotline 905 688-5601 ext. 3115.
All incidents of graffiti must be reported to the Niagara Regional Police either directly or through the Graffiti Hotline.

By working together with the citizens of St. Catharines by providing prompt reporting and removal of
graffiti we can make a difference.

Mainstream graffiti removal initiative is aimed at eliminating graffiti in our community. Working in partnership
with the City of St.Catharines, Canada Post, Cogeco Cable and the Niagara Regional Police the graffiti removal
program will provide learning opportunities for people with disabilites, promote community integration and
restore the look and feel of our neighbourhoods.To report graffiti call the Graffiti Hotline @ 905 688-5601 ext 3115.
