Leash Free Dog Parks

The City of St. Catharines offers residents two leash-free areas: Burgoyne Woods and Catherine Street Park.

Both parks are open dawn to dusk.

Dog Park Rules

  • Parks are used at your own risk
  • Users are subject to the Dog Owner's Liability Act
  • Dogs must be leashed when entering and exiting the leash-free areas 
  • Burgoyne Woods - only dogs under 16" are allowed in the small dogs area
  • Keep dogs in sight and under verbal control
  • Children must be supervised
  • No food, glass or toys
  • Clean up after your dog
  • No puppies under four months old
  • No female dogs in heat
  • No sick dogs
  • No aggressive dogs or dogs requiring a muzzle

Dog park rules are also posted at both parks.

Dogs Running at Large

By-law 95-302, as amended, requires dog owners to ensure that their dog does not run at large within the limits of the City with the exception of the two leash-free areas. A dog is considered to be running at large if the dog is not on a leash held by a person or if the dog is not otherwise physically restrained. Leashes may be a maximum of 3 metres.

Dogs running at large are enforced by the Lincoln County Humane Society. If you would like to report a dog running at large please call 905-682-0767.

Smoke-free Outdoor Spaces

Parks and playgrounds are now smoke-free. Call 905-688-8248 for info.


The Region of Niagara recently approved a smoke-free outdoor spaces by-law. This by-law applies to parks, playgrounds, sports fields, arenas and splash pads in St. Catharines, as well as other public recreation properties. The smoke-free outdoor spaces by-law is enforced by the Region's Tobacco Control Officers. For more information or to report a complaint, contact the Region's Tobacco Hotline.
