The City of St. Catharines is planning to carry out the reconstruction of:

  • Glenwood Avenue, from Rockcliffe Road to the north limit;
  • Highland Avenue, from Ridgewood Road to Rockcliffe Road;
  • South Drive, from Rockcliffe Road to Cliff Road.

This will include a new road platform consisting of a new asphalt roadway, curbs,
replacement/installation of sidewalks, watermain replacement on Glenwood Avenue,
and storm sewer installation on Glenwood Avenue and South Drive.

As part of this construction the development of Partridge Park at 101 South Dr. will
include, but is not limited to, a new multi-use playing surface which includes a
basketball court/pickleball court, concrete pathway connections to enhance
accessibility, seating areas, an accessible play feature to be added to the existing
playground, and greenspace that will allow for seasonal use.

Information regarding additional enhancements such as a new accessible playground
structure, decorative entrance arbour, pedestal style donor board and permanent water
source for the seasonal ice skating area may be added to the project pending funding
and will be discussed at the Public Information Centre.

The project is being planned in accordance with Schedule “A+” of the Municipal
Engineers Association (MEA) Municipal Class Environmental Assessment (Class EA)
guidelines (October 2000, as amended in 2007, 2011 & 2015), which is approved under
the Ontario Environmental Assessment Act.

A Public Information Centre has been arranged to provide an opportunity for
individuals, interest groups and agencies to review the proposed design. The City of St.
Catharines and Consultant Staff will be present to answer questions and discuss the
project. The Information Centre will be held on:
