Notice to residents – 2021 Road Resurfacing Project

Please be advised that the streets listed below are scheduled to be repaved by the City of St. Catharines under the 2021 Road Resurfacing Program.  Work may include minor curb repairs, installation of a subdrain if required, manhole adjustments, milling and asphalt repaving.
 
The project has been awarded and the successful contractor is Rankin Construction Limited.  Construction is scheduled to start April 19, 2021 and is scheduled to be completed in 16 to 20 weeks (weather permitting).
 
This project will include the following works on the following streets:
  • Admiral Road – Hartzel Road to Park Avenue
  • Burgoyne Woods – Edgedale Road to road end
  • Catharine Street - Maple Street to Russel Avenue 
  • Dunkirk Road – Wright Street to Bunting Road
  • Lake Street – Lakeport Road to Prince Edward Street
  • Lake Street – Prince Edward to Lakeshore Road
  • Lake Street - Watersedge Circle to road end
  • Market Square – City Hall Parking Lot
  • Page Street – Queenston Street to Welland Avenue
  • Park Avenue – Seymour Avenue to Admiral Road
  • Corporate Park Drive – Martindale Road to road end
 
To protect construction workers, and to complete the work safely and cost effectively, temporary lane closures may be required, and traffic may be unavoidably congested at these times.  Such closures will be minimized as much as possible; however, at such times, the contractor will provide traffic control personnel.  Although the contractor is required to provide safe pedestrian access, care is requested when walking through the construction zone. 
 
Construction information and details:
  • Construction will take place in stages and there may be delays between each stage. In the event it can’t take place during the day pit is possible work may take place at night. 
  • If a driveway curb is replaced and part of the driveway is disturbed, that portion of driveway (typically, one metre) will also be replaced. 
  • The City guarantees all workmanship and materials for one year after completion of the construction activity.

Residents please note:
 
Access to your driveway may be interrupted for three to five days to pour curbs and/or reinstate the driveway.  Every effort will be made to maintain access to abutting properties and to minimize inconvenience to businesses, residents and pedestrians. 
 
The contractor is required to provide you with advance notice when access to your property will be interrupted. Residents should mark in the field fixtures such as sprinkler heads and sprinkler systems prior to construction. The City will not be responsible for any damages to fixtures that were not marked. 
In some cases, a property (lawn and driveway) may be disturbed during construction. The contractor will carry out the necessary restoration which in some cases will include the placement of new sod. 
 
Driveways, if disturbed, will be repaired with the same material as existing. 
 
Always avoid contact with hot asphalt or any construction material.
 
The limits of construction will be marked out for each street.  As a resident of this street, if there are any concerns regarding work which you feel may need to be addressed, and if it is work which could be considered under this contract please let us know as soon as possible so that we can determine if these concerns can be accommodated.  Once the contractor is pouring concrete it may be too late.  So please forward your concerns as soon as possible.
 
This project is being planned under the planning and design process for a Schedule A+ undertaking as defined in the Municipal Engineers Association Municipal Class Environmental Assessment (October 2000, as amended in 2007 & 2011). Schedule A+ projects are generally limited in scale and include normal municipal maintenance and operational activities with minimal adverse environmental impacts.  Schedule A+ projects are pre-approved, however, the public is to be notified prior to project commencement.
