Ceremonies

The City of St. Catharines is pleased to offer civil marriage ceremonies outside on the front lawn of City Hall. This location is weather dependent. In the event of inclement weather, a room will be made available inside City Hall.

Number of Participants

At this time, ceremonies are being capped at five people maximum - this includes the couple to be married (two), the witnesses (two) and officiant (one).

 A photographer is only permitted if they are also serving as a witness. If an interpreter is required they will not count towards the number of participants, however they must remain at least two metres away from other participants.

Two easy steps to getting married at City Hall 

  1. Make sure you have a marriage licence. Licences are available at City Hall (third floor - Office of the City Clerk), Monday to Friday from 8:30 a.m. to 4 p.m on an appointment only basis. Marriage licences cost $158.25. Please refer to our Marriage Licence page for more information.
  2. Contact the Office of the City Clerk to arrange a date for your civil marriage ceremony. Call 905.688.5601 ext. 1517 or email tietheknot@stcatharines.ca. Civil marriage ceremonies performed at City Hall during business hours cost $316.45 (including HST). 

Frequently Asked Questions

When can a civil marriage ceremony be performed?
Civil ceremonies are performed by appointment only, Monday to Friday from 9 a.m. to 3:30 p.m. on the front lawn at City Hall. Appointments are limited in availability and due to demand for the service at this time, one resident must live in Niagara. Speak with a representative in the Office of the City Clerk for more information.

Can guests attend the ceremony?
Not at this time. All ceremonies are limited to a total of 5 participants, as outlined above.

Can we bring in our own flowers and decor?
Alcohol, candles, confetti, rice and decorations are not allowed in or on City property. 

Are we allowed to take photos and videos?
Yes, pictures and videos may be taken throughout the ceremony provided they do not disrupt the ceremony.

What is the cost of a civil marriage ceremony?
*Please note that full payment is required in order to secure a date and time for your ceremony*

  • The fee for a ceremony performed at City Hall during business hours is $316.45 (including HST).
  • The cost of the ceremony does not include the Marriage Licence. A separate fee of $158.25 will be charged for the Marriage Licence. 
  • A cancellation fee of $52.75 is applicable.

How do I obtain a marriage licence?
Marriage licences can be obtained by appointment only, Monday to Friday from 8:30 a.m. to 4 p.m. at City Hall in the Office of the City Clerk. The licence is effective immediately and is valid for a period of three (3) months anywhere in Ontario from the date of the issuance. How far in advance can we book a marriage ceremony?
At this time, we are only accepting appointments into September of 2021. Full payment is required up front in order to secure the date and time. 

What happens if I need to cancel?
If you need to cancel your ceremony, please note that there is a cancellation fee of $52.75 that is applicable. Cancellation time frames can be outlined for you by your officiant.

Can I get married at St. Catharines City Hall even if I don't live in St. Catharines?
Due to demand for the service at this time, one of the couple does need to reside in Niagara.

Can the Clerk perform a civil marriage ceremony at a location other than City Hall?
Off-site ceremonies are not being offered at this time.
