St. Catharines Hydro Inc.

St. Catharines Hydro Inc. is a holding company entirely owned by the City of St. Catharines (the City of St. Catharines is the sole shareholder of St. Catharines Hydro Inc.). The company was established in 2000 as a result of the restructuring and deregulation of Ontario’s electricity industry by the province. St. Catharines Hydro Inc. owns St. Catharines Hydro Generation Inc. (see below) and holds 4.63% of the shares of Alectra Inc. Alectra is responsible for distributing electricity to properties in St. Catharines

St. Catharines Hydro Generation Inc.

St. Catharines Hydro Generation Inc. owns and operates the Heywood Generating Station in Port Dalhousie under a licence from the Ontario Energy Board. St. Catharines Hydro Inc. owns 100% of the shares of St. Catharines Hydro Generation Inc.

The Heywood Generating Station was built in 1988, becoming commercially operational in the spring of 1989, and named after the project champion and inspiration, Mr. Stan Heywood. The station was built beside an existing control structure formerly owned by Ontario Hydro. This control structure together with two new Escher-Wyse water turbines form what is now called the Heywood Generating Station. The station generates approximately 6.5 MW of electricity utilizing water flowing from the Twelve Mile Creek and Martindale pond, which itself originates from the OPG Decew Power Station.

Historical Information

On October 30, 1998, the Province of Ontario passed Bill 35, The Energy Competition Act, to restructure Ontario's electricity industry. The Act identified municipalities are the legal owners of the Municipal Electrical Utilities operating within their boundaries and that they would be shareholders of newly created corporations. The City of St. Catharines passed a By-Law transferring all of the assets and employees from the former St. Catharines Hydro-Electric Commission to St. Catharines Hydro Inc., which was created by the City of St. Catharines effective Aug. 1, 2000.

On March 1, 2005, St. Catharines Hydro Utility Services merged with Hamilton Hydro to form Horizon Utilities Corporation. In 2017, Alectra Utilities was formed as a result of a merger of Enersource, Horizon Utilities, and PowerStream, the subsequent purchase of Hydro One Brampton, and the subsequent merger with Guelph Hydro Electric Systems Inc. Alectra Utilities is responsible for electrical distribution in St. Catharines, as well as maintenance of the distribution network, emergency services, and billing customers for their electricity use.

Electricity rates charged by Alectra go through a rate setting process with the Ontario Energy Board, and are determined in a manner that provides shareholders with opportunity to earn a regulated maximum allowable return on equity.
