Municipal Class Environmental Assessment Study

The Project

The City of St. Catharines has initiated a study to explore viable options for a secondary access for Moffatt Street.  Moffatt Street is a local roadway located in an isolated pocket of residential homes on the west side of the former Welland Canal valley lands in the City of St. Catharines. There is currently no alternate access serving Moffatt Street residents.This study will explore all possible options to provide additional road access to serve Moffatt Street.

Moffatt Street Secondary AccessThe Study Process

The project is being planned under ‘Schedule C’ of the Municipal Class Environmental Assessment process (October 2000, as amended in 2007, 2011 and 2015). This notice signals the commencement of the Class EA.

The study will define the problem, identify alternative solutions, and analyze and evaluate each alternative based on the potential impacts to the natural, social, cultural and economic environments.

Key Plan

A preferred alternative will be selected in consultation with the public, stakeholders and external agencies. An
Environmental Study Report documenting the study process will be available for public review at the end of the study.
