The City of St. Catharines has initiated a Municipal Class Environmental Assessment (MCEA) to identify the needs and opportunities for improvements along Lake Street from Welland Avenue (RR 77) to Ontario Street (RR 42) in the City of St. Catharines.

Study Purpose |
Lake Street is currently a two-way arterial roadway owned by the City and is considered a transitional road from the downtown core providing access to primarily residential and commercial properties. The MCEA Study will develop and evaluate a variety of improvement alternatives which will consider components such as transit requirements, active transportation, safety and operations improvements, parking, and heritage requirements. |
Study Process |
In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this study is being planned as a Schedule B. The Study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts. Public and stakeholder consultation is a key element of the MCEA process and input is invited for incorporation into the planning and design of this project. |
Public Information Centre |
Comments received from the public will be considered in the preparation of the Project File Report. A Public Information Centre (PIC) will be held in the coming months to offer an opportunity to review the Study alternatives and provide input into the MCEA process. With the exception of personal information, all comments will be part of the public record. |
