What We're Doing
|
Works proposed are based on the completion of the Municipal Class Environmental Assessment to Address Combined Sewer Overflows at Burleigh Hill Drive and Glendale Avenue, filed in August 2012, and the Municipal Class Environmental Assessment Glendale Avenue and Burleigh Hill Drive, filed in May 2014.
The City of St. Catharines in conjunction with the Niagara Region will be undertaking the works in two phases.
Phase 1 – Construction 2018-2019
- Constructing a sanitary sewer on Burleigh Hill Drive and Warkdale Drive.
- Replacing the existing Cast Iron (C.I.) watermain on Burleigh Hill Drive.
- Reconstructing Burleigh Hill Drive from Glendale Avenue to Warkdale Drive including wider lanes for vehicle and bicycle shared use, a northbound left turn lane onto Warkdale Drive, and a raised traffic median and crosswalk at Warkdale Drive
- Intersection improvements at Burleigh Hill Drive and Glendale Drive including new crosswalks and improved traffic signals
- Replacing the existing sidewalks with new sidewalk and crossings on Burleigh Hill Drive
- Installing new sidewalks on Warkdale Drive in front of the Elementary School Catholic Sainte-Marguerite-Bourgeoys
- Installing new sidewalk on Glengarry Road from Glendale Avenue to Glendale Terrace apartment building
Phase 2 – Construction 2019-2020
- Constructing a sanitary sewer on Glengarry Road from Glendale Avenue to Glengarry Park
- Potential to construct new sidewalks on Glengarry from Chestnut Street to Glengarry Park
- Construction of a combined sewer storage tank in Glengarry Park to alleviate basement flooding
- Improvements to Glengarry Park including new playground equipment, basketball court, landscaping, and asphalt trail.

How The Work Will Affect Your Property
|
- Damage to boulevards and/or driveway aprons due to construction will be restored once the project is complete.
- If your boulevard or driveway is damaged during construction and is not restored, please contact us.
- A pre-construction inspection will be conducted on all properties directly abutting the proposed work area to determine the current condition of the buildings.
- This inspection is NOT performed by City staff, but by a company that specializes in this type of work.
- The pre-construction inspector will contact you directly prior to the start of construction in order for you to provide them with your approval to enter your property to complete the inspection.
- This information is then used to determine the extent of the contractor’s responsibility in the unlikely event that your property is damaged during construction.

How The Work Will Affect Traffic
|
During Phase 1
- Burleigh Hill Drive may be reduced to one lane of traffic during the day (Monday to Friday).
- Two lanes of traffic will be open on Burleigh Hill Dive during evenings and weekends.
- Burleigh Hill Drive will be closed from Warkdale Drive to Glendale Avenue for one night (9:00 p.m. – 7:00 a.m.)
- Best efforts will be made to allow access to homes and business at all times. However, there may be minor interruptions from time to time.
- As part of this project, Warkdale Drive will be closed daily; however, full access to residential properties will be maintained by a temporary road constructed from Burleigh Hill Drive to Rockdale Avenue.
- At least one access to schools will remain open during regular school hours.
- Possible evening and night work at the intersection of Glendale Avenue and Burleigh Hill Drive.
During Phase 2
- Glengarry Park will be closed to the public to allow for the construction
- Glengarry Road will be closed to through traffic for the installation of the sanitary sewer. Detour routes will be posted and works will be coordinated with abutting MTO construction projects
- Best efforts will be made to allow access to homes and businesses at all times, however, there may be minor interruptions from time to time.

Accessibility
|
- Best efforts will be made to maintain sidewalks; however, there will be times when the sidewalk will need to be closed, every effort will be made to minimize the disruptions.
- Please contact us ASAP if you have specific accessibility requirements or concerns.

Water Shut Off
|
- At points during construction, your water service will need to be shut off. This has to be done in order for crews to install new water mains and/or service lines.
- You will be notified in advance of all planned water shut offs.
- There is also the possibility for emergency unplanned water shut offs. These can happen when watermains burst or when service lines are ruptured. Crews will restore your water service as quickly as possible during these circumstances.
- For both planned and unplanned water shut offs, once water service is restored we recommend running a cold water tap for 5 minutes prior to drinking tap water.
- Given that water shut offs will happen during the construction period we recommend keeping a 72- hour supply of water available in case of emergency.

Next steps
|
Residents in the area will be notified again prior to the start of construction to advise them about the project contractor, when construction is actually expected to begin and for how long. You will also be provided contact information for the on-site inspector should you have any questions or concerns during construction.
