NOMINATIONS ARE NOW CLOSED

Nominations were accepted from Tuesday, May 1, 2018 to Friday, July 27, 2018 at 2 p.m.

To run for the office of Mayor, City Council, Regional Council, Regional Chair, or School Board Trustee for the 2018 municipal election you must file a nomination paper.

  • Until you file a nomination paper, you cannot raise or spend any money on your campaign.
  • Mayor and councillor candidates must provide, along with their nomination paper, at least 25 declaration of endorsements from eligible electors. (School Board Trustee nominations do not require endorsements)
  • Nomination forms will be available in 2018

Requirements to run for Mayor, City Council, Regional Chair or Regional Council AND Remuneration

 

To run for Mayor or City Council, on the day the nomination paper is filed, a person must be:

  • a Canadian citizen
  • at least 18 years of age
  • a resident of the City of St. Catharines, or
  • an owner or tenant of land in the City of St. Catharines, or the spouse of the owner or tenant
  • not legally prohibited from voting
  • not disqualified by any legislation from holding municipal office

Who cannot be a Council candidate

The following people are disqualified from being elected as a member of Council, or from holding office as a member of Council:

  • a judge of any court
  • a member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination
  • a candidate who failed to file the necessary financial statement in the last municipal election or by-election

City of St. Catharines and Niagara Region employees

  • Employees of the City of St. Catharines or Niagara Region who wish to run for Mayor, City Council or Regional Council must take an unpaid leave of absence before filing a nomination paper.
  • The employee must provide a copy of the documentation showing that they have taken the leave of absence and the effective date.

Remuneration for City and Regional Councillors, Mayor and Regional Chair

  • City Councillor (2018): $21,029 per annum, one-third of which is deemed not to be taxable (rates subject to change)
  • Mayor (2018): $90,968 per annum plus $27,527.04 for serving on Regional Council, and any other applicable stipends for representing Council on Boards. (rates subject to change)

  • Regional Councillor (2018): $32,012.99 
  • Regional Chair (2018): $132,477

Requirements to run for School Board Trustee

 

To run for any of the four school boards on the day the Nomination Paper is filed, a person must be:

  • a Canadian citizen
  • at least 18 years of age
  • a resident in the area of jurisdiction of the board
  • not legally prohibited from voting
  • not disqualified by any legislation from holding municipal office

Who cannot be a School Board Trustee candidate

The following people are disqualified from being elected as a school board trustee, or from holding office on any school board:

  • a clerk, treasurer, deputy-clerk or deputy-treasurer of any municipality within the area of jurisdiction of the school board except those on an unpaid leave of absence
  • a member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination
  • a candidate who failed to file the necessary financial statement in the last municipal election or by-election

School board employees

  • Employees of any school board (including supply teachers) are disqualified from being elected as school board trustee or from holding office on any school board, except during a leave of absence.
  • The employee must be on a leave of absence before filing their nomination paper.
  • They must provide the Clerk with documentation showing that they have taken the leave of absence and the effective date.

Types of school boards

Areas of jurisdiction

If you wish to run for school board trustee you must live in the jurisdiction. For the District School Board of Niagara and the Niagara Catholic District School Board the area of jurisdiction is the City of St. Catharines boundaries.

Conseil scolaire Viamonde and Conseil scolaire catholique MonAvenir school boundaries expand beyond the City of St. Catharines boundaries. Even though the boundaries go beyond the City of St. Catharines, if you wish to run in the St. Catharines wards, you must file your nomination paper with the City of St. Catharines.

Filing a Nomination

Nominations must be filed in person as original signatures are required. Nominations will accepted from May 1, 2018 to July 27, 2018 at 2 p.m.

 To file a nomination, you must provide:

  • Nomination Paper (Form 1)
  • Endorsement of Nomination (Form 2) A minimum of 25 declaration endorsements by eligible electors (for Mayor, Regional Chair, City and Regional Council only)
  • Current acceptable identification
  • Nomination filing fee (paid by cash, credit or debit card, certified cheque or money order, payable to 'Treasurer, City of St. Catharines)
    • $200 for Mayor or Regional Chair
    • $100 for City Council, Regional Council or School Board Trustee

If an agent is filing a nomination on your behalf, the agent must provide the above documents as well as their own identification (Form 1)

The Nomination Paper must be completed prior to filing it with the City Clerk or a designate. Any documents that are not complete will not be accepted. 

Where to file your nomination

Withdrawing Your Nomination

 

If you decide you no longer wish to run in the 2018 Municipal Election, you must:

  • File the Withdrawal of Nomination form in person (City Clerk's Office)
  • Provide identification
  • File a financial statement by the deadline date

The last day to file a withdrawal is Friday, July 27, 2018 between 9 a.m. and 2 p.m.

 Changing Office

 
If a person who has been nominated for an office is nominated for another office to which this Act applies, the first nomination shall be deemed to have been withdrawn at the time the second nomination is filed.

 

Nomination filing fee

If the nomination filing fee is the same for the new office, no extra payment is required. If the nomination filing fee is different for the new office, the difference must be paid, if applicable.

Note: the filing fee is not refunded until you file the financial statement by the deadline date

Campaign finances

  • The two offices (campaigns) are separate and contributions and expenses cannot be transferred from one to the other.
  • If you plan to incur expenses or accept contributions, you must open a separate bank account for each campaign.
  • A contributor's total contributions to the candidate in respect of all the offices shall not exceed $1,200.

Financial statement

You will be required to file a financial statement for each campaign.

  • The withdrawn campaign will show all financial activity from the day the nomination paper is filed until the day the withdrawal is filed.
  • The current campaign will show all financial activity from the day the nomination paper is filed until the end of the campaign period.
