Town and Gown Advisory Committee

Statement of Purpose

 

The Town and Gown Committee is a volunteer committee established to provide advice and assistance to City Council and staff in regards to the following:

  • Develop and enhance relationships, communications and policies among Brock University, Niagara College, students, the community, the City, and other organizations.
  • Identify challenges of common concern, including those related to near-campus neighbourhoods and the community’s relationship with students, and propose collaborative solutions to address these challenges.
  • Investigate policies and programs to improve community relations and enhance the quality of life for all residents in near-campus neighbourhoods.
  • Support the development of mutually-beneficial community partnerships.
  • Organize and participate in community engagement initiatives and public events with committee members and partners such as welcome week events and information sessions.

Composition

The Town and Gown Committee shall be comprised of up to 12 members as follows:

  • 4 citizen members
  • 1 individual representing landlords
  • 1 student representative from the Brock University Student Union (BUSU)
  • 1 student representative from the Niagara College Student Administrative Council (NCSAC)
  • 1 administrative staff representative from Niagara College
  • 1 administrative staff representative from Brock University
  • 1 representative from Niagara Regional Police Services
  • 1 representative from Brock University Alumni Association
  • 1 representative from Niagara College Alumni Council

Notwithstanding the Simplified Meetings Procedures for advisory bodies, the Committee may invite non-member participation at the discretion of the Committee, such as:

  • Region of Niagara, including Waste Management
  • City of Thorold
  • Alcohol and Gaming Commission of Ontario

Reporting Structure

The Town and Gown Committee shall report to Council through the Social Sustainability Committee. The Chair of the Town and Gown Advisory Committee will also be a member of the Social Sustainability Committee.

Administrative support to the Committee shall be provided by Economic Development and Government Relations, which shall assign a Secretary to the Committee.

Additional staff resources as required from time to time. Examples of staff that may be involved include Planning and Building Services including by-law enforcement, Fire and Emergency Management Services, Legal and Clerk Services, and Economic Development and Government Relations.

Meeting Schedule and Locations

The Committee will meet six times per year, or at the discretion of the Chair.

 

Other

The Committee shall conduct its meetings in accordance with and otherwise comply with the City of St. Catharines Simplified Meeting Procedures for advisory bodies.
