St. David's Road / Townline Road Municipal Class Environmental Assessment Study and Reconstruction

While the second, in-person, Public Information Centre (PIC) was planned for October 2020 has been cancelled due to COVID-19, information is being presented alongside the collection of feedback online by the City of Thorold.

St. David's Road / Townline Road Municipal Class Environmental Assessment Study Online PIC

 Project Overview

The Cities of Thorold and St. Catharines are currently undertaking a Class Environmental Assessment study for the reconstruction of St. David’s Road and Townline Road between Collier Road/ Burleigh Hill Drive and Front Street, bordering the Cities of St. Catharines and Thorold. The road is in poor condition and is without cycling amenities or consistent sidewalks.

In addressing the road reconstruction needs, the study is also considering: geometric and operational improvements to the St. David’s Road and Townline Road intersection; improved pedestrian and cyclist amenities throughout the corridor; potential extension of Townline Road to Front Street; and options for an active transportation connection to the Welland Canals Parkway Trail. The project will also include recommendations for upgrades and replacement of underground services (watermain, storm and sanitary sewer).

 Study Process

The project is being completed as a Schedule “B” project in accordance with the Municipal Class Environmental Assessment. As such, public and technical agency consultation is a fundamental component in developing the study recommendations.

Public Information Centre

As part of the study, a Public Information Centre (PIC) was held in October 2019 to present and obtain information on the key issues and constraints within the study area and alternative solutions under consideration.

Subsequent to a review of comments received at, and following the PIC, the Cities of Thorold and St. Catharines have moved forward with the evaluation of alternative solutions and the determination of a recommended solution.
While a second PIC was anticipated to be held in October 2020 to present and obtain comments on the evaluation and selection of preliminary design recommendations, this is no longer feasible given the ongoing COVID-19 pandemic and associated restrictions on public gatherings.

Therefore, in the interest of public health, further public consultation for this study will be completed online. An Online Public Information Package, with display materials, answers to frequently asked questions and an online comment sheet is available on the City of Thorold project website.
