Parking Advisory Committee

Statement of Purpose

The Parking Advisory Committee is a volunteer committee established to advise and assist City Council and staff by providing comments and advice to Council and staff on policies, strategies and programs that affect the development, delivery and sustainability of parking in downtown St. Catharines and throughout the City as a whole, while adhering to the Parking System's Mission, Vision and Guiding Principles as adopted by Council.

The Committee will:

  • Advise on strategic priorities relating to parking directions, policies, and guidelines to implement the City's  commitment  to  parking in  the Sustainability Plan and the Garden City Plan.
  • Provide comments and advice on parking issues and initiatives, including new and emerging parking technologies.
  • Operate as a multi-stakeholder group on municipal parking items requested of it by Council, or brought before it by staff, or as identified for consideration by the BIA's.
  • Increase public awareness and understanding of the availability of parking in the downtown and throughout the City.
  • Assist in measuring, monitoring and celebrating successes with respect to parking initiatives on an ongoing basis.
  • Provide input on the Downtown Parking Study as it is developed, implemented, and updated.


The Committee shall be comprised of up to 7 members as follows:

  • Executive Director of the St. Catharines Downtown Association (BIA) or designate.
  • Up to 6 citizen members.  

Notwithstanding the Simplified Meetings Procedures for advisory bodies, the Committee may invite non-member participation on sub-committees at the discretion of the Committee.  

Reporting Structure 

The Committee shall report to Council through the Economic Sustainability Committee.  The Chair of the Parking Advisory Committee will also be a member of the Economic Sustainability Committee.

 Administrative support to the Parking Advisory Committee shall be provided by the Transportation and Environmental Services Department, which shall assign a Secretary to the Committee. 

 Additional staff resources as required from time to time will be provided by the department.
